Teachers Upgrading to Standard Qualifications Must Commit to Working Twice the Training Duration

The noteworthy content specified in Decree No. 71/2020/ND-CP outlines the roadmap for implementing the enhancement of standard training levels for preschool, elementary, and junior high school teachers.

According to Article 2 of Decree 71/2020/ND-CP, the subjects eligible for upgrading their qualifications are specifically stipulated as follows:

- Preschool teachers who do not yet hold a college degree in education or higher, and from July 1, 2020, still have 7 years (84 months) of service until the retirement age as regulated.

- Primary school teachers who do not yet hold a bachelor's degree in primary education or a relevant major and have a pedagogical training certificate or higher, and from July 1, 2020, still have 8 years (96 months) of service in the case of teachers with intermediate-level qualifications, or 7 years (84 months) of service in the case of teachers with college-level qualifications until the retirement age as regulated.

- Secondary school teachers who do not yet hold a bachelor's degree in secondary education or a relevant major and have a pedagogical training certificate or higher, and from July 1, 2020, still have 7 years (84 months) of service until the retirement age as regulated.

When teachers in the above-mentioned cases are sent for training to upgrade their qualifications, they must meet the following responsibilities:

- Comply with training regulations, rules, and the specified training duration; adhere to the management of the training institution during the training activities;

- Commit to fulfilling their duties at the preschool education institution or general education institution after completing the training program for at least twice the duration of the training period;

- During the training period, teachers must still perform their duties as regulated when not involved in training activities;

- If teachers fail to complete the training program within the specified time and consequently extend the training duration, they must cover the additional training costs incurred during the extended period.

Note: If teachers sent for training to upgrade their qualifications complete and are awarded the graduation certificate but quit their job or unilaterally terminate their labor contract without completing the committed service period of at least twice the training duration, they will be required to compensate for the training costs.

In addition to their responsibilities, teachers also have the following rights:

- Supported by the managing and employing agency concerning time and tuition fees (following the current legal regulations for education students);

- The training duration is counted as continuous service time;

- Receive 100% of their salary and benefits, allowances as per legal regulations.
