Teachers Participating in Educational Standards Improvement Must Reimburse Training Costs if Degree is Not Awarded

This is one of the key contents in Draft No. 3 of the Decree on the Process and Roadmap for Implementing the Improvement of Training Standards for Preschool, Primary, and Secondary School Teachers.

Third Draft Decree Stipulating the Implementation Roadmap for Raising the Standard Level of Training for Kindergarten, Primary School, and Secondary School Teachers

According to the Draft, teachers sent for standard-raising training will enjoy the following policies:

- Managed and employed by the management agency, facilitated with time, and supported with training costs according to regulations;

- Training time is counted as continuous working time;

- Teachers under the standard level-raising training program as stipulated in Article 2 of this Decree will be exempted from tuition fees;

- Enjoy 100% salary and other policies, allowances according to the law;

- Be commended and rewarded for outstanding academic achievements.

In addition, the Draft also specifies 03 cases where teachers sent for training using State budget or the management agency's funds are required to reimburse training costs as follows:

- Voluntarily drop out, resign, or unilaterally terminate the employment contract during training.

- Not granted a graduation certificate by the training institution.

- Completed and granted a graduation certificate but resign or unilaterally terminate the employment contract without serving the committed period as stipulated in point b, clause 2, Article 10 of this Decree.

Accordingly, for teachers sent for training using State budget or the management agency's funds, if after the training period, they are not granted a graduation certificate by the training institution, they must reimburse the training costs according to regulations.

The Draft also specifies that the detailed roadmap for raising standards, if approved, will be applied from July 1, 2020.
