This is one of the notable new points in the four decrees regulating the codes, standards of professional titles, appointment, and salary grading of preschool, primary, lower secondary, and upper secondary school teachers recently issued by the Ministry of Education and Training on February 2, 2021.

Specifically, according to previous regulations, teachers at all levels and professional titles in different regions were required to meet language proficiency requirements from level 1 to level 3 (depending on the title and level) and basic computer skills. For general education, foreign language teachers must have a second language proficiency level equivalent to that of other teachers.

However, in the four new decrees issued on February 2, 2021, the Ministry of Education and Training has removed the requirements for language proficiency, computer skills, and certificates of ethnic minority languages, as well as the requirement for a second language proficiency level for foreign language teachers, from the training and development standards for teachers at all levels. Instead, the requirements for language proficiency and computer skills for teachers at all levels and titles have been adjusted to the standards of professional competence with the content "ability to apply information technology in performing tasks of preschool/primary/lower secondary/upper secondary school teachers according to each title, and ability to use foreign language or ethnic minority languages in specific assigned tasks."

Therefore, starting on March 20, 2021, candidates for appointment or promotion to the professional titles of preschool, primary, lower secondary, and upper secondary school teachers will no longer need language and computer certificates. They only need to have the ability to apply information technology to performing tasks and the ability to use foreign languages or ethnic minority languages for specific assigned tasks.

With this provision, teachers at all levels will no longer feel the pressure to study for language and computer certificates, and it will also help prevent the buying and selling of degrees and certificates that has been happening recently. At the same time, the requirements for language proficiency and computer skills are set in the standards of professional competence for each professional title, which will effectively enhance the language and computer abilities of teachers because these requirements are linked to specific tasks of teachers and are suitable for the conditions of each region.

In addition to removing the requirements for language and computer certificates for teachers at all levels, in these four decrees, the Ministry of Education and Training also adjusts the training standards for preschool, primary, and lower secondary school teachers to align with the regulations stated in Article 72 of the 2019 Education Law. According to this, preschool teachers must have at least a pedagogical college degree, and primary and lower secondary school teachers must have at least a bachelor's degree. However, the requirements for upper secondary school teachers remain unchanged. Furthermore, for preschool and primary school teachers, the Ministry of Education and Training also adjusts the professional titles into three categories, I, II, and III, instead of the current II, III, and IV.
