Teachers in lower secondary school and upper secondary school in Vietnam will no longer use the book of observations

Currently, according to newest regulation of the Circular No. 32/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam, the book of observations is no longer used in the system of documents of education operation for teachers in secondary schools and replaced with the education plan of each teacher.

Specifically, according to Clause 3 Article 21 of the lower secondary school, upper secondary school and multi-level school charter issued together with the Circular No. 32/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam, there have been changes in documents for management of education provision for teachers in secondary schools.

Documents for teachers in lower secondary school and upper secondary school include:

- Education plan of each teacher (by academic year);

- Lesson plans;

- Student progress monitoring and assessment books;

- Homeroom teacher books (for homeroom teachers).

In comparison with previous regulation, according to Article 27 of the  Charter on middle school, high school, combined secondary school issued together with the Circular No. 12/2011/TT-BGDĐT, the system of documents of education operation for teachers shall include:

- Lesson Plans;

- Book of teaching plans and professional activities, observations, class visits;

- Personal mark-books;

- Class teacher’s books (for class teachers).

Thus, according to the above provisions, it can be seen that the book of teaching plans and professional activities, observations, class visits is no longer used in the system of documents of education operation for teachers in secondary schools. The book of teaching plans and professional activities, observations, class visits shall be replaced with the education plan of each teacher (by academic year). The annulment of the book of observations is very necessary and reduces the pressure of each teacher to take notes and cope when attending class.

Besides, currently, there is no document stipulating how many hours each middle and high school teacher must attend and how many lessons they can attend. However, particularly for homeroom teachers, they will attend classes and other educational activities of students in their classes. Specifically, according to Point a Clause 2 Article 29 of Circular No. 32/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam:

Article 29. Rights of teachers and staff

2. Rights of homeroom teachers besides those provided for in Clause 1 herein:

a) Join other classes and educational activities involving their charges.”

It can be seen that documents for teachers in lower secondary school and upper secondary school have been reduced, according to which teachers will not need to use the book of teaching plans and professional activities, observations, class visits. Concurrently, only homeroom teachers are required to attend classes conducted by their students, and other teachers are optional. Moreover, the observations of each teacher will be determined by each school on the number of periods teachers must attend, but it should be noted that schools should not rigidly regulate the attendance of each teacher.
