New regulations on good teaching competitions for teachers from February 12, 2020
Implementing democracy in schools aims to promote ownership rights and mobilize the intellectual potential of principals, teachers, students, and school officials according to the law, contributing to building order and discipline in all school activities, preventing negative phenomena and social evils, and fulfilling the mission of developing education in line with the Communist Party's policies and the State's laws.
Teachers and officials are informed, participate in opinions, monitor and check through direct democratic forms or through organizations and unions in the school, including:
- Policies of the Communist Party and the State for teachers and officials;- Regulations on the use of property and building school facilities;- Handling complaints and denunciations in accordance with the Law on Complaints and Denunciations;- Publicizing contributions of students, usage of funds, and compliance with current income and expenditure policies;- Resolving policies, benefits, and material and spiritual life for teachers, officials, and students;- Implementing recruitment exams, promotion exams for officials, salary increases, transfers, mobilizations, promotions, rewards, and discipline;- Issues related to enrollment and examination regulations each academic year;- Reports on preliminary and final summaries, evaluations, and assessments of officials annually.
Moreover, school teachers and officials have the following responsibilities:
- Perform the duties and exercise the powers of teachers as stipulated by the Education Law;- Contribute opinions on content regulated in Article 5 of this Regulation;- Resolutely fight against factionalism, disunity, authoritarianism, bureaucracy, and other activities violating democracy, discipline, and order in the school;- Comply with the regulations in the Ordinance on Officials; the Anti-Corruption Ordinance; the Ordinance on Practicing Thrift;- Maintain the quality, reputation, and honor of teachers and officials; respect colleagues and students; protect the school's reputation.
According to this Decision, strict actions will be taken against acts exploiting democracy, infringing on democratic freedoms, affecting the reputation and operations of the school.
