Teacher salaries at all levels to increase sharply under new regulations as of March 20, 2021 in Vietnam

Recently, the Ministry of Education and Training issued 04 Circulars regulating codes, professional title standards, and the appointment and salary ranking of preschool, primary school, middle school, and high school teachers. Thus, teacher salaries at all levels will increase sharply in the near future, according to the provisions of these Circulars.

According to the provisions of the Law on Education 2019, from July 1, 2020, the training standards for teachers at all levels will be raised compared to the regulations in the Law on Education 2005, specifically:

- Teachers of preschool education teachers must possess at least a pedagogical college diploma; (Currently, pre-school and primary education teachers must possess upper secondary pedagogical diploma;).

- Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training. (Currently, lower secondary education teachers must possess pedagogical college diploma or college diploma and certificate of pedagogy training; Upper secondary education teachers must possess pedagogical university degree and certificate of pedagogy training).

In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;

It can be seen that raising the standard of university training is in accordance with the spirit of Resolution 29-NQ/TW, which states that "all primary and secondary school teachers, teachers, and lecturers of vocational education institutions must have a university degree or higher and have pedagogical capacity.".

According to current regulations, the salary of teachers who are public employees will be paid according to the standards of the employed professional title. New teachers entering the industry will have the lowest title, so the salary they receive will also be the lowest. Currently, the education sector does not have its own salary scale, but the improvement of training standards for preschool, primary, and secondary school teachers is also the basis for setting salaries for teachers at these educational levels.

For primary school, the training level of teachers will be raised from intermediate to university, so this is also the level of education where salaries will change the most. Currently, the initial salary for the intermediate level system is 1.86; university system is 2.34 - this alone shows that the increase in primary school teacher salaries is very large.

Specifying the regulations in the Law on Education 2019, recently, dated February 2, 2021, the Ministry of Education and Training has issued 4 Circulars regulating codes, professional title standards, and appointment and salary ranking of preschool, primary, secondary, and high school teachers, which provide specific instructions on how to arrange salaries for teachers at all levels according to the new standards.
