1. Continuing Education Center

According to Clause 1, Article 2 of the Regulation on organization and operation of continuing education centers promulgated together with Decision 01/2007/QD-BGDDT, a continuing education center is the continuing education institution of the national education system.

Continuing Education Centers include:

- Continuing education centers of districts, towns, and provincial cities (collectively referred to as district-level continuing education centers);

- Continuing education centers of provinces and centrally run cities (collectively referred to as provincial continuing education centers).

2. Tasks of the Continuing Education Center in Vietnam

The tasks of the continuing education center as prescribed in Article 3 of the Regulation promulgated together with Decision 01/2007/QD-BGDDT are as follows:

- Organize and implement educational programs:

+ Literacy program and continuing education after literacy;

+ Educational programs that meet learners' requirements, update knowledge and skills, and transfer technology;

+ Training and retraining programs to improve professional qualifications include:

++ Foreign language training program, applied informatics, information, and communication technology;

++ Training and retraining programs to improve professional qualifications;

++ Professional training and retraining programs;

++ Ethnic minority language teaching program for cadres and civil servants working in ethnic minority and mountainous areas according to the local annual plan;

+ Continuing education program at the lower and upper secondary levels.

- Investigate learning needs in the area, determine learning content, and propose to the Department of Education and Training, local authorities to organize programs and study forms suitable for each type of audience.

- Organize classes according to continuing education programs at lower secondary and high schools exclusively for the beneficiaries of social policies, the disabled, according to the local annual plan.

- Organize teaching and practice of occupational techniques, production and labor activities, and other activities for learning.

- Research, summarize, and draw on experience in organization and operation to improve the quality of education, contributing to the development of the continuing education system.

3. Facilities of continuing education center in Vietnam

Continuing education centers must have enough classrooms, laboratories, libraries, and production practice rooms to meet teaching and learning requirements.

Continuing education centers must have a signboard. The center's signboard includes the following main contents:

- Upper left: the name of the direct management agency of the center;

- Middle: center name;

- The bottom: address of the center, phone, and FAX (if any).

4. Financial resources of the continuing education center in Vietnam

The financial sources of the continuing education center as prescribed in Article 36 of the Regulation promulgated together with Decision 01/2007/QD-BGDDT include:

- State budget.

- Tuition fees, revenues from contracts for training, scientific research, technology transfer, production labor, and other activities.

- Other lawful financial sources.

5. Learning forms of continuing education center

According to Article 17 of the Regulation promulgated together with Decision 01/2007/QD-BGDDT, forms of study at a continuing education center include: working while studying; distance learning; guided self-study.

- Students study at the continuing education center in the form of work-by-study organized by classes. Each class has a homeroom teacher; there is a class president, one or two vice presidents. The class president and vice president are elected by the class collective.

- Students study at a continuing education center in the form of distance learning, self-study with guidance, which is carried out according to separate regulations.
