Supplementing more standards to be recognized as leading scientists in Vietnam

Decree No. 27/2020/NĐ-CP amending Decree No. 40/2014/NĐ-CP of Vietnam’s Government on utilization of individuals’ participation in science and technology activities and Decree No. 87/2014/ND-CP dated September 22, 2014 on attracting participation of Vietnamese people living abroad and foreign experts in science and technology activities in Vietnam is effective from April 15, 2020.

Decree No. 27/2020/NĐ-CP of Vietnam’s Government has supplemented requirements to be recognized as leading scientists. Specifically, according to Clause 7 Article 1 of Decree No. 27/2020/NĐ-CP of Vietnam’s Government amending Point a Clause 2 Article 15 of Decree No. 40/2014/NĐ-CP, standards of leading scientists are as follows:

2. Standards of a leading scientist:

A person shall be considered and accredited as a leading scientist in a science and technology branch if:

a) He/she does not perform any prohibited acts specified in Article 8 of the Law on Science and Technology and is not liable to any disciplinary actions at warning, or severer, or any effective criminal sentences;

Thus, from April 15, 2020, if the person performing science and technology activities violates one of the prohibited acts specified in Article 8 of the Law on Science and Technology 2013 of Vietnam such as invading intellectual property rights; appropriating, assigning and transferring scientific and technological results illegally; etc., he/she shall not meet the general standards to be recognized as a leading scientist.

In addition to general standards, a person to be considered and accredited as a leading scientist in a science and technology branch must also meet the following conditions: He/she must be a member of the editorial board of an internationally reputable scientific journal as prescribed by the Ministry of Science and Technology; or has an H index of 10 or higher (in Google Scholar); or has won internationally prestigious science and technology awards as prescribed by the Ministry of Science and Technology; or has at least 10 scientific articles published in internationally reputable scientific journals as prescribed by the Ministry of Science and Technology; etc.

It can be seen that in comparison with standards specified in Decree No. 40/2014/NĐ-CP, Decree No. 27/2020/NĐ-CP has specified many other standards to be recognized as a leading scientist.

The addition of these new standards by the Government aims to improve the quality of the team of scientists in our country, thereby limiting the situation of unreal names – Although the number of scientists is large, the practical contributions to the country are insignificant.
