Education Law 2019 stipulates that primary and secondary school teachers must have a bachelor's degree in education or higher. There are anticipated changes regarding the qualification requirements for primary, lower secondary, and upper secondary school teachers in Vietnam.

Based on the provisions of Article 72 Education Law 2019, the standard training qualifications for teachers in Vietnam are as follows:
- Possess a college diploma or higher in early childhood education for preschool teachers;
- Possess a bachelor's degree in teacher education or higher for primary, secondary, and high school teachers.
Thus, primary and secondary school teachers must have at least a bachelor's degree in education. On this basis, the Ministry of Education and Training has been drafting 03 new circulars regulating the job titles and salary appointments for public primary, secondary, and high school teachers.
Based on the Draft Circular on Appointment and salary classification for Public Primary School Teachers, Draft Circular on Appointment and salary classification for Public Secondary School Teachers, and Draft Circular on Appointment and salary classification for Public High School Teachers, the required qualifications for primary, secondary, and high school teachers are proposed as follows:
