Subjects Given Priority in University Admissions for the People's Public Security

Draft Circular stipulating the recruitment in the People's Public Security to replace Circular 15/2016/TT-BCA is currently open for comments, expected to take effect from March 1, 2020.

Priority subjects, forms of priority for each priority subject for each level, and type of training according to the current admission regulations of the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs, and the annual regulations of the Ministry of Public Security.

In addition to the priority subjects of the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs, the Ministry of Public Security stipulates priority subjects in recruitment as follows:

1. Direct Admission Subjects

- Candidates participating in the selection exam for the national team to compete in international Olympiads with a subject coinciding with the subject combination registered for admission to People's Police schools (for new regular undergraduate admissions);

- Biological children of martyrs, and biological children of wounded Police officers (injury rate of 81% or higher); biological children of Heroes of the Armed Forces, biological children of Labor Heroes in the People's Police ensuring the entrance quality threshold at the intermediate level (for new regular intermediate admissions);

- Biological children of martyrs, and biological children of wounded Police officers (injury rate of 81% or higher); biological children of Heroes of the Armed Forces, biological children of Labor Heroes in the People's Police (for high school education).

2. Priority Point Recipients

- Candidates winning First, Second, Third, and Encouragement prizes in the national exceptional student exam in high school cultural subjects and the Informatics subject coinciding with the subject combination registered for admission to People's Police schools (for new regular undergraduate admissions);

- Graduating from a regular university with excellent or good rankings; graduating with a PhD or Master's degree in the correct field as per the admission announcement (for new regular undergraduate admissions, applies to citizens graduating from university);

- Biological children of regular Police officers (currently working, retired); employees with indefinite-term labor contracts in the People's Police and Police officers who have retired due to loss of health, transferred branches, demobilized, or deceased but had continuous service in the police sector for 15 years or more;

- Biological children of current head and deputy head of commune police (for commune police who are not regular Police); biological children of former heads and deputy heads of commune police who have retired, deceased, or transferred but had continuous service in the commune police force for 15 years or more (for new regular intermediate level admissions).

In case police officers, labor contract employees, head and deputy head of commune police (for commune police who are not regular Police) have been criminally handled or dismissed or stripped of the title of People's Police, they will not be entitled to the above-mentioned priority points.

Note: Individuals with multiple priority categories as mentioned above will only be entitled to the highest priority category.

These are new contents compared to Circular 15/2016/TT-BCA on recruitment in the People's Police; if this content in the Draft is approved, it will reduce the competitive pressure in recruitment, ensuring the rights of relatives of those who have contributed to the revolution as well as those who truly have exceptional abilities, ensuring the input quality for People's Police schools.
