1. Who are regular refresher training speakers?

According to Clause 1, Article 9 of Circular 19/2019/TT-BGDDT (amended by Circular 17/2022/TT-BGDDT), regular refresher training speakers who meet the standards specified in Section 2 include: 

- Teachers of the education institutions performing tasks;

- Key experts, educational managers;

- Teachers and managers of early childhood education institutions and general education institutions;

- Teachers and managers of continuing education institutions.

2. Standards of regular refresher training speakers in Vietnam

The standards of regular refresher training speakers in Vietnam are specified in Clause 2, Article 9 of Circular 19/2019/TT-BGDDT (amended by Circular 17/2022/TT-BGDDT) as follows:

- Have obtained at least a bachelor's degree. Have excellent qualities and professional capacity;

- Master the regular refresh training programs. Be capable of conveying the contents of documents on regular refresher training in conformity with subjects of regular refresher training;

- Have experience of regular refresher training of teachers and managers. Have sense of responsibility, the ability to cooperate with colleagues. Have the ability to guide and consult teachers and managers for self-study. Master the process of organization, contents, techniques, methods and forms of evaluation of the results of regular refresher training according to regulations;

(Currently, Circular 19/2019/TT-BGDDT specifically requires regular refresher training speakers with experience in the work of teacher training, management staff from 03 years or more).

- Having skills in applying information technology in designing, building and developing documents and learning materials to train teachers and administrators.

(Currently, Circular 19/2019/TT-BGDDT requires a computer science degree that meets the standards of basic information technology skills as prescribed in Circular 03/2014/TT-BTTTT).

3. Regular refresher training plan in Vietnam

Article 8 of Circular 19/2019/TT-BGDDT stipulates the regular refresher training plan in Vietnam as follows

- The regular refresher training plan shall be made according to the school year, including the plans of teachers, managers, early childhood education institutions, general education institutions, continuing education centers, Education and Training Divisions, and Departments of Education and Training.

- The plan shall clearly state the objectives, contents, forms of regular refresher training and the outputs in order to meet the requirements for the continuing professional development for teachers and managers.

- Develop the regular refresher training plan:

+ Teachers or managers:

According to the needs for the module, forms of refresher training and guidance of the education institutions where the teachers or managers are working, they shall develop their plans and submit them to competent authorities for approval before May 31 of each year;

+ Early childhood education institutions, general education institutions, continuing education centers:

According to the guidance of Departments of Education and Training, the Education and Training Divisions, the delegation of management and the regular refresher training plans of teachers and managers, the early childhood education institutions, general education institutions and continuing education centers shall develop the regular refresher training plans and submit them to the superior education management authorities in June every year;

+ Education and Training Divisions:

According to the guidance of Departments of Education and Training and the regular refresher training plans of early childhood education institutions, general education institutions and continuing education centers, the Education and Training Divisions shall develop the regular refresher training plans and submit them to the Departments of Education and Training in June every year;

+ Departments of Education and Training:

According to guidance of the Ministry of Education and Training and the regular refresher training plans of the Education and Training Divisions, high schools, general education institutions under their management and continuing education centers, the Departments of Education and Training shall develop the regular refresher training plans in order to implement in July every year,
