1. Standards for the professional title of a grade III high school teacher in Vietnam

Standards for professional titles of grade I–high school teachers are specified in Article 3 of Circular 04/2021/TT-BGDT as follows:

* Standards of professional ethics:

- Comply with the guidelines, lines, and policies of the Party, the laws of the State, and the regulations of the branch and locality on upper secondary education;

- Regularly cultivate ethics, uphold the sense of responsibility, preserve the quality, honor, and prestige of teachers; be exemplary in front of students;

- Love, fair treatment, and respect for students' personalities; protecting the legitimate rights and interests of students; uniting, helping colleagues;

- Strictly implement the regulations on teacher ethics; regulations on behavior, conduct, and dress.

* Standards of training and retraining qualifications

- Having a bachelor's degree or higher in the field of teacher training for high school teachers.

If the subject is not enough, the teacher must have a bachelor's degree in the field of teacher training, a bachelor's degree in a relevant discipline, and a certificate of pedagogical training for high school teachers according to the program promulgated by the Minister of Education and Training of Vietnam;

- Having a certificate of training according to the professional title of a class III high school teacher
 (For high school teachers who are newly recruited as Grade III high school teachers, they must have a certificate within 36 months from the date of recruitment).

* Standards of professional competence:

- Understand the guidelines, policies, and laws of the Party and State, regulations, and requirements of branches and localities on upper secondary education and implement them into assigned tasks;

- Know how to build a teaching plan; build a number of lessons on interdisciplinary topics for knowledge that intersects between subjects; approach modern teaching methods, teaching techniques, and integrate new teaching models;

- Know how to exploit and effectively use technological equipment, teaching equipment, and learning materials in teaching, education, and student management;

- Be able to coordinate efforts among schools, families, and society to provide students with moral and lifestyle education; psychological counseling; career guidance; talent discovery; and gifted students; assisting students with life skills education; organizing high school experience activities for career guidance and entrepreneurship;

- Have the ability to teach via the internet or on television according to the subject program;

- Use methods of testing and assessing the results of learning, training, and students' progress towards developing students' qualities and abilities;

- Know how to apply experience, scientific research results, and pedagogical applications to practical teaching and student education or to make teaching aids and equipment at high school level;

- Be able to guide high school students in scientific and technical research from school level upwards;

- Be capable of self-study and self-improvement to develop their own expertise and profession;

- Have the ability to apply information technology in performing the tasks of a grade III high school teacher and be able to use foreign languages or ethnic minority languages in a number of specific assigned tasks.

2. Standards for the professional title of a class II high school teacher in Vietnam

Standards for professional titles of grade I high school teachers are specified in Article 4 of Circular 04/2021/TT-BGDT as follows:

* Standards of professional ethics:

In addition to the standards of professional ethics of Grade III high school teachers, Grade II high school teachers must always be exemplary in implementing the regulations on teacher ethics.

* Standards of training and retraining qualifications

- Having a bachelor's degree or higher in the field of teacher training for high school teachers.

In case the subject is not enough, the teacher must have a bachelor's degree in the field of teacher training. They must also have a bachelor's degree in a relevant discipline and a certificate of pedagogical training for upper secondary teachers according to the program promulgated by the Minister of Education and Training of Vietnam;

- Having a certificate of training according to the professional title of a class II high school teacher.

* Standards of professional competence:

- Firmly grasp the guidelines, policies, and laws of the Party and State, regulations, and requirements of sectors and localities on upper secondary education and effectively implement the assigned tasks.

- Ability to adjust the teaching and education plan in accordance with the actual conditions of the school and the locality; update and apply flexibly and effectively teaching and learning methods to meet the requirements of innovation and practical conditions;

- Ability to research and promptly update new requirements on professional knowledge; apply creatively and appropriately to forms and methods and choose content for learning, fostering and improving one's own professional capacity;

- Ability to evaluate or guide colleagues in applied pedagogical science research; evaluate scientific and technical research products of high school students at the school level or higher;

- Ability to creatively apply forms and methods of testing and assessing students' learning outcomes and progress towards developing students' qualities and capacities;

- Be able to effectively apply psychological counseling, career guidance, and school social work measures suitable to each type of student in teaching and educational activities;

- Have the ability to apply information technology in performing the tasks of a grade II–upper secondary school teacher and be able to use foreign languages or ethnic minority languages in a number of specific assigned tasks;

- Be recognized as a grassroots emulation soldier or a good teacher or class teacher at the school level or higher;

- Officials who take the exam or consider for promotion to the professional title of a class II high school teacher (code V.07.05.14) must have held the professional title of a class III high school teacher (code V.07.05.14) for a period of time. V.07.05.15) or equivalent for a full 09 (nine) years or more (excluding the probationary period), up to the deadline for submitting the application for exam registration or consideration for promotion.

3. Standards for the professional title of a class I high school teacher in Vietnam

Standards for professional titles of grade I high school teachers are specified in Article 5 of Circular 04/2021/TT-BGDT as follows:

* Standards of professional ethics:

In addition to the standards of professional ethics of Grade II high school teachers, Grade I high school teachers must be exemplary models of teacher ethics and provide advocacy and support to colleagues to well implement the regulations on teacher ethics.

* Standards of training and retraining qualifications:

- Having a master's degree or higher in the field of teacher training for high school teachers, or having a master's degree or higher in a discipline relevant to the subject taught, or having a master's degree in educational management or higher;

- Having a certificate of training according to the professional title of a class I high school teacher.

* Standards of and professional competence:

- Actively and actively implement and propagate, mobilize and guide colleagues to implement the guidelines, guidelines, policies, and laws of the Party, State, and regulations; and requirements of branches and localities on upper secondary education on assigned tasks;

- Have the ability to guide and support colleagues in planning and education; apply teaching and educational methods in the direction of developing students' qualities and abilities; effectively implement counseling and support activities for students in teaching and educational activities;

- Have the ability to evaluate or guide colleagues in applied pedagogical science research; guide and evaluate scientific and technical research products of high school students at the provincial level or higher;

- Have the ability to guide, support, and share experiences in personal development to meet educational innovation requirements;

- Apply, guide, and support colleagues in using forms and methods of testing and assessing learning results and students' progress towards developing students' qualities and capacities;

- Apply and guide and support colleagues in effectively implementing psychological counseling and career guidance for students and school social work, and how to integrate it into teaching and educational activities.

- Having the ability to apply information technology in performing the tasks of a grade I or upper secondary school teacher and being able to use foreign languages or ethnic minority languages in a number of specific assigned tasks;

- Be recognized as an emulation soldier at ministerial/department/sector/provincial level or higher; or a certificate of merit from the provincial level or higher; or being recognized as having achieved one of the following titles: excellent teacher, excellent class teacher at the provincial level or higher;

Officials who take the exam or consider promotion to the professional title of a class I high school teacher (code V.07.05.13) must have held the professional title of a class II high school teacher or equivalent for a period of time (code no. V.07.05.14) or more, up to the deadline for submitting the application for competition or promotion consideration.
