Standards and salary coefficients of university lecturers in Vietnam from December 12

Recently, the Ministry of Education and Training of Vietnam has issued the Circular No. 40/2020/TT-BGDĐT. Regulations on training qualification standards, salary coefficients of teaching assistants, university lecturers will take effect from December 12, 2020.

Specifically, the Circular No. 40/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam has specified professional titles, training qualification standards, professional capacity and salary coefficient of university lecturers as follows:

Master the basic knowledge of the subjects assigned to guide practice, experiment, internship and have general knowledge about a number of related subjects in the training major

Understand and properly implement the objectives, plans, contents and programs of the assigned subjects in the training major. Identify the practice and development trend of training and research of the major at home and abroad

Effectively and safely use teaching aids and teaching equipment

Ability to apply information technology and use foreign languages in performing the duties of the teaching assistant title (class III)

Lecturer 

(class III)

Possess a master's degree or higher relevant to the position, industry or teaching discipline

Possess a certificate of training in professional standards for lecturers (class III)

Master the basic knowledge of the subjects assigned to teach; have general knowledge of a number of related subjects in the assigned training major

Understand and properly implement the objectives, plans, contents, and programs of the assigned subjects in the training major

Effective and safe use of teaching aids and teaching equipment

Having effective teaching methods, suitable to the subject content; satisfactory teaching or more

Ability to do scientific research; apply scientific and technical advances to teaching and assigned tasks

Ability to apply information technology and use foreign languages in performing the duties of the lecturer title (class III)

Main lecturers (class II)

Possess a master's degree or higher relevant to the position, industry or teaching discipline

Possess a certificate of standard training for the title of main lecturer (class II)

Have a solid knowledge of the subjects assigned to teach and basic knowledge of a number of related subjects in the assigned training major

Understand and effectively implement the objectives, plans, contents and programs of assigned subjects; timely grasp practical requirements for training majors

Assume the prime responsibility for performing at least 01 (one) science and technology task at grassroots or higher level which has been accepted for acceptance with satisfactory results or higher

Preside over or participate in the compilation of at least 01 (one) training book, which is appraised, accepted by the scientific council and put into use in training and retraining from university level or higher suitable to the majors of teaching or training of the lecturers and has the international standard code ISBN

Authors of at least 03 (three) scientific articles that are scientific research works of lecturers that have been published in scientific journals with international standard code ISSN

Having the ability to apply information technology and use foreign languages in performing the duties of the main lecturer title (class II)

Public employees participating in the examination or consideration for promotion from the professional title of lecturer (class III), code V.07.01.03 to the professional title of main lecturer (class II), code V.07.01.02 must have the time holding the professional title of lecturer (class III), code V.07.01.03 or equivalent for at least full 09 (nine) years for holders of master's degrees, full 06 (six) years for holders of doctoral degrees (in which, there is at least 01 year (full 12 months) holding the professional title of lecturer (class III), code V.07.01.03 by the deadline for submitting the application for exam registration or consideration for promotion)

Senior lecturers

(class I)

Have a doctoral degree relevant to the position, industry or teaching discipline

Possess a certificate of standard training for the title of senior lecturer (class I)

Have in-depth knowledge of the subjects assigned to teach and having solid knowledge of a number of relevant subjects in the assigned training major

Master the reality and development trend of training and scientific research of the major

Assume the prime responsibility for performing at least 02 (two) grassroots science and technology tasks or 01 (one) higher level science and technology tasks that have been accepted for acceptance with satisfactory results or higher

Mentor at least 02 (two) students with a master's degree or guiding at least 01 (one) PhD student

Preside over compiling at least 01 (one) training book, which is appraised, accepted by the scientific council and put into use  in training and retraining from a university level or higher relevant to the faculty, major of teaching or training and having the international standard code ISBN

Author of at least 06 (six) scientific articles which are scientific research works of lecturers that have been published in scientific journals with international standard code ISSN

Ability to apply information technology and use foreign languages in performing the tasks of the title of senior lecturer (class I)

Officials who take the exam or consider ranking from the main lecturer (class II) must have held the position of main lecturer (class II) or equivalent for at least 06 years (in which, at least 01 year as a main lecturer (class II)

Thus, it can be seen that standards of training qualifications, professional and professional qualifications and salary coefficients of university lecturers have not changed compared to previous regulations (Joint Circular No. 28/2015/TTLT-BGDĐT-BNV). However, Circular No. 40/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam has supplemented teaching assistants (class III) in the classification of professional titles of teaching staff in public higher education institutions compared to Joint Circular No. 36/2014/TTLT-BGDĐT-BNV. Concurrently, teaching assistants (class III) fully meet the standards and conditions of lecturers (class III), based on the job position and task requirements, shall be considered and appointed to the professional title of lecturer.
