The Ministry of National Defense has issued Circular 188/2021/TT-BQP stipulating standard hours for teaching and scientific research for teachers in the Vietnam People's Army.

1. For teachers who do not hold leadership, command or management positions

Pursuant to Article 4 of Circular 188/2021/TT-BQP stipulating the standard hours in the school year for teachers as follows:

- Teachers working at academies, officer schools, universities are 280 standard hours equivalent to 840 administrative hours.

- Teachers working at military colleges are 380 standard hours, equivalent to 1,140 administrative hours.

Currently, the standard time limit for teachers working at academies, officer schools, universities and colleges is 270 standard hours (according to point a, clause 2, Article 3 of Circular 96/2017/TT-BQP). ).

- Teachers working at military intermediate schools and military schools: Military zones, corps, Hanoi Capital Command, Ho Chi Minh City Command are 430 standard hours, equivalent to 1,290 administrative hours.

Currently, the standard time norm for teachers of intermediate schools, military schools of military zones, corps, Military Schools of Hanoi Capital Command, and military schools of provinces and cities is 300 standard hours (point b) Clause 2, Article 3 of Circular 96/2017 )

- Standard hours of direct teaching in class or online of teachers who do not hold leadership, command or management positions must ensure at least 50% of the above-mentioned norm.

- Teachers during the time of performing unexpected tasks as assigned or mobilized by competent authorities are entitled to a reduction in the standard hour norm in proportion to the time spent performing the assigned tasks. Teachers during the period of medical leave and maternity leave are entitled to a reduction in the standard hours in proportion to the time off according to the provisions of the Labor Code.

Currently, there is no regulation on standard hours for teachers to perform unexpected tasks, during medical leave and maternity leave. At the same time, Circular 96/2017 also stipulates that during the probationary period, teachers can only perform up to 50% of the prescribed standard hours..

2. For teachers holding leadership, commanding and managerial positions

According to Article 5 of Circular 188/2021 stipulating: The norm of standard hours of teachers holding leadership, commanding and managerial positions is calculated as a percentage (%) of the standard time norm prescribed for teachers. does not hold the above-mentioned leadership, commanding and managerial positions, specifically as follows:

- The director, the principal, and the political commissar are 10%.

- Deputy Director, Vice Rector, Deputy Political Commissar are 15%.

- Head of Department and equivalent 20%. (Currently 25%)

- Deputy Head of Department, Head of Department directly under the school and equivalent 25%. (Currently 30%)

- Dean, Dean is 60%; if holding the position of Secretary of the Party Committee, Secretary of the cell is 45%; if holding the position of Deputy Secretary of the Party Committee, the Deputy Secretary of the cell is 50%.

(Currently, the dean of the faculty (equivalent) holds the position of party secretary (cell): 50%; holds the position of deputy secretary: 60%; the rest: 70%.

- Vice Dean, Vice Dean is 70%; if holding the position of Secretary of the Party Committee, Secretary of the cell is 55%; if holding the position of Deputy Secretary of the Party Committee, the Deputy Secretary of the cell is 60%.

(Currently, the deputy dean (equivalent) holds the position of party secretary (cell): 60%; holds the position of deputy secretary: 65%; the rest: 75%.

- Head of the department is 80%; if holding the position of Secretary of the Party cell, the rate is 65%; if holding the position of Deputy Secretary of the Party cell, the rate is 70%.

- Deputy Head of Department is 85%; if holding the position of Party Secretary is 70%; if holding the position of Deputy Secretary of the Party cell, the rate is 75%.

(Currently, the head of the department holds the position of party secretary, faculty assistant: 75%; department head (not holding the position of party secretary): 80%).

- Teachers holding multiple positions shall apply the standard hours for the highest position.

- The number of standard hours directly taught in class or online by teachers holding leadership, commanding and managerial positions must ensure at least 50% of the prescribed standard hour norm.

- The director and principal of the school shall prescribe the standard hours for other part-time cases (if any) in accordance with the above regulations.

In addition, Circular 188/2021 clearly states that the results of the implementation of the prescribed standard hours are the basis for evaluating the results of completing tasks in the school year, ranking emulation and solving relevant regimes for employees. with teachers; In case the prescribed teaching quota is not met, the school's director or principal shall consider and decide to allow the consideration of making up the time for scientific research to be converted into teaching hours until the prescribed standard hours are met.

Circular 188/2021/TT-BQP takes effect from February 15, 2022 and replaces Circular 96/2017/TT-BQP .
