Solutions to improve foreign language ability for the youth in Vietnam (Internet image)

On November 25, 2022, the Prime Minister issued Decision 1477/QD-TTg in 2022 approving the Program "Support for improving foreign language ability and international integration for Vietnamese youth in the period of 2022-2030".

1. General objectives of the program to support the improvement of foreign language ability for Vietnamese youth in the period of 2022-2030

- Raising awareness among Vietnamese children about the importance, necessity, and benefits of learning a foreign language and practicing international integration skills

Equiping knowledge and skills, creating a favorable environment, and creating a healthy playground for young people to study, practice, and improve their foreign language ability and international integration.

Promoting the impulse, pioneering, and bravery of young people in equipping themselves with necessary skills to improve themselves, meeting the needs of the Industrial Revolution 4.0 and international integration.

2. Objects of support program to improve foreign language ability for Vietnamese youth in the period of 2022–2030

The program focuses on Vietnamese youth from 6 to 30 years old. In which special attention is paid to the target groups that other programs and projects have not covered, such as:

Children, teenagers, children in difficult circumstances, rural youth, young workers, young people doing business, young people in the armed forces, and pupils and students at vocational education institutions.

3. Support measures to improve foreign language ability for Vietnamese youth in the period of 2022–2030

Decision 1477/QD-TTg sets out tasks and solutions to support the improvement of foreign language ability for Vietnamese youth in the period of 2022–2030, for example:

(1) Create a favorable environment and build a space to support the improvement of foreign language ability and international integration.

- Organizing foreign language spaces at agencies, schools, and public places for union members and young people to practice, raising their awareness of foreign language training;

- Creating conditions for young people to participate in activities and learn foreign languages for free at children's palaces and houses;

- Organizing learning programs, contests, games, ... about foreign languages for young people; organize training activities, improve basic international integration skills such as communication, presentation, debate, group work, social practice, ...

(2) Create a mechanism for youth and young cadres at the level of learning and practicing strategies to be interested, improve foreign language ability, and integrate internationally.

- Creating favorable conditions for civil servants, public employees, union officials, union members, and youth to participate in the "National program on foreign language learning for officials, civil servants, and public employees in the period of 2019-2030";

- Creating conditions for young cadres, civil servants, public employees, union members, and youth at all levels to participate in approved foreign language training programs;

- Education sector, vocational education and training institutions, and vocational education institutions are creating conditions for youth unions at all levels to deploy programs and activities to promote the foreign language learning movement for young people inside and outside of school.

(3) Provide materials, learning materials, and forms for young people to have the opportunity to access, improve their foreign language ability, and integrate internationally.

- Compiling documents, building new or introducing age-appropriate applications for foreign language learning and international integration, with special emphasis on free online English for children ;

- Developing and providing documents on the necessary international integration capacity for young people on Vietnam Youth application.

- Establishing, maintaining, and developing foreign language clubs, teams, and groups at educational institutions and residential areas; regularly organizing exchange activities to improve foreign language ability and international integration;

- There is a mechanism to encourage young people to set up foreign language training institutions.

(4) Effectively invest in youth diplomacy and international integration in both breadth and depth

- Developing youth cooperation with neighboring countries, ASEAN countries, countries that hold important positions in the foreign policy of the Party and State;

- Expanding and diversifying the fields of cooperation from children's external exchanges to volunteer activities, youth leadership training, skill development, and the implementation of youth development projects.

- Taking advantage, calling for coordination, and supporting partners in investing in foreign languages and the international integration of Vietnamese children.

(5) Strengthen the mobilization of resources for international integration.

- Strengthening cooperation, mobilizing financial resources, and supporting the expertise of international organizations, non-governmental organizations, foreign representative agencies in Vietnam, and partners for children's external activities, improving children's ability to use foreign languages, and international integration;

- Promoting the union, the student union, and the overseas Vietnamese community in providing foreign language learning and practice materials for young people; providing knowledge and practical experience when studying or working abroad; and developing necessary skills for young people in the process of international integration.

(6) Raise awareness among Vietnamese children about the importance of foreign languages and international integration

- Propaganding and raising awareness among young people about youth diplomacy and international integration; the importance of foreign languages, especially English, and international integration skills; the role and contribution of the youth and the Youth Union and Association in the process of international integration;

- Exploiting, promoting, and effectively using the press system, social networks, English versions of websites, and fanpages of various levels of the Youth Union and Association in providing information on activities to raise awareness, skills in using foreign languages, especially English, and international integration skills.
