Recently, the Ministry of Education and Training of Vietnam issued Circular 04/2021/TT-BGDĐT on the regulation of codes, standards for professional titles, and the appointment and salary classification for public employees teaching in public high schools. It includes provisions on salary classification for public high school teachers effective from March 20, 2021.

Circular 04/2021/TT-BGDDT stipulates that high school teachers will receive salaries based on 3 professional title ranks in Vietnam. Specifically, Rank I, II, and III for high school teachers apply to those who have at least a bachelor's degree in teacher training and will apply the corresponding salary scales issued with Decree 204/2004/ND-CP. To be specific:
- High school teacher Rank I, code V.07.05.13: applies the salary coefficient for public employees of type A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78;
- High school teacher Rank II, code V.07.05.14: applies the salary coefficient for public employees of type A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38;
- High school teacher Rank III, code V.07.05.15: applies the salary coefficient for public employees of type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98.
Note that salary arrangements when appointing into professional title ranks in cases of promotion, shift in rank, or change in type for officials and public employees are to be carried out according to the guidance in Section 1, Part II of Circular 02/2007/TT-BNV and as per current legal regulations. Implementing new wage policies and transitioning to the new salary scale will follow the regulations of the Government of Vietnam.

Additionally, the appointment of professional titles for high school teachers must be based on the current job position held, meeting the professional title standards as stipulated in Articles 3, 4, 5, and specified in Article 7 of Circular 04/2021/TT-BGDDT. When appointing teachers from the previously regulated high school teacher professional titles in Joint Circular 23/2015/TTLT-BGDDT-BNV into the professional title ranks in Circular 04/2021/TT-BGDDT effective from March 20, 2021, it should not be combined with ranking up in the professional titles.
The training qualification shall not be used to appoint to a higher professional title rank than the professional title rank passed for newly recruited high school teachers in Vietnam.
