This Draft stipulates the roadmap for implementing the upgrading of qualification levels for teachers at all levels, to be carried out from July 1, 2020, until December 31, 2030. This roadmap is divided into 2 phases:
- Phase 1: From July 1, 2020, to December 31, 2025: Ensure that at least 60% of teachers in need of upgrading their qualification levels are either enrolled in training programs or have completed their programs and received their graduation certificates;
- Phase 2: From January 1, 2026, to December 31, 2030: Complete the upgrading process for the remaining teachers so that 100% of teachers in educational institutions meet the required qualification standards.
In this context, the upgrading of qualification levels is applicable to the following subjects:
- Preschool teachers who do not have an associate degree in education or higher.
- Primary and secondary school teachers who do not have a bachelor's degree in education or a relevant subject with a teaching certificate.
Regarding the training duration, the Draft specifically stipulates as follows:
- For associate degree training: From one and a half to two academic years for teachers with a vocational diploma in the same field of training.
- For university degree training: From two and a half to four academic years for teachers with a vocational diploma in the same field of training; from one and a half to two academic years for teachers with an associate degree in the same field of training.
For teachers who are trained by the credit-based accumulation system, the training duration to meet the standard qualifications shall not exceed 4 academic years from the date of admission.
Note:
- Age of teachers required to upgrade qualification levels: Starting from July 1, 2020, preschool teachers, primary school teachers, and secondary school teachers, excluding the training period prescribed, must have at least 5 years of service until retirement to be required to upgrade their qualification levels.
- Primary school teachers with a vocational diploma currently undergoing training to upgrade to an associate degree will be allowed to continue with their training to achieve a university degree.
- Teachers who have participated in training but have not graduated by December 31, 2030, will be granted an additional 1 year (12 months) to complete the program and receive their graduation certificates.
