Draft 2 of Circular on Admission to the Vietnam People's Public Security Forces (CAND) has just been posted for public comments starting from January 09, 2020, and is expected to take effect on March 01, 2020, replacing Circular 15/2016/TT-BCA.

In Chapter II of the Draft, the subjects and requirements for full-time students admission to Vietnam People's Public Security University are stipulated as follows:

- Ensure political standards; - Healthy enough to be recruited into the People's Public Security, specifically: + Height from 164cm to 195cm for men, from 158cm to 180cm for women; + Body Mass Index (BMI) from 18.5 to 30; + If suffering from refractive errors (nearsightedness or farsightedness), not exceeding 3 diopters; vision through glasses must reach 10/10, total vision of both eyes must be 19/10 or higher; - Ability to remain calm, quick, have good memory, logical thinking, and other qualities as required by each specialized force in the People's Public Security. |
- Citizens with permanent residence registration at the location of pre-registration | - Having an average academic performance or higher in 3 years of high school, each subject in the admission combination must be 6.5 points or higher; - Not older than 20 years, ethnic minorities not older than 22 years. - In high school, having good conduct or higher, not married, and without biological children; |

- Graduated from university, master's, or doctoral programs in appropriate fields needed by the People's Public Security recruitment training; - As of the year of enrollment, not older than 30 years, except for those with master's or doctoral degrees not older than 35. |
Compared to current regulations, the Draft no longer stipulates cases of recruitment for the People's Public Security College training and eliminates some health conditions such as "No chronic diseases; balanced physique; no deformities or abnormalities." However, the Draft adds conditions regarding vision, reaction ability, quick situational handling, and good capacity.
