Removal of Seniority Allowance, Teachers to Receive Additional Payments

National Assembly has issued the Law on Education 2019 with the content to abolish seniority allowances starting from July 1, 2020. However, there will be other salary policies and preferential allowances applicable to teachers in the near future.

To be specific, Education Law 2019 was promulgated in accordance with the spirit of Resolution 27/NQ-TW on reforming salary policies, which includes the content of abolishing the seniority allowance (except for military, police, and cipher to ensure salary correlation with officials).

According to the aforementioned regulation, from July 1, 2020 - the date when Education Law 2019 officially takes effect, teachers will no longer receive the seniority allowance.

However, in addition, the State also stipulates the application of several new salary and allowance policies for teachers, specifically:

- Implement the construction of a new salary scale with a specific amount, abolishing the statutory pay rate and current salary coefficient.

- Priority will be given to receive occupation-specific benefits as prescribed by the Government of Vietnam.

- Salaries will be set according to suitable job positions and professional work.

At the same time, teachers working in areas with particularly difficult socio-economic conditions, working in specialized schools, gifted schools, schools for people with disabilities, etc., will also be subject to preferential policies and other allowance policies as prescribed by the Government of Vietnam.

The aforementioned contents are based on Article 76 of Education Law 2019 and Subsection 3 Section I of Resolution 27/NQ-CP on salary policy reforms for officials and public employees.
