Recently, the Ministry of Education and Training of Vietnam issued Circular 03/2021/TT-BGDDT on codes, standards of the professional titles and appointment and salary ranking of teaching staff in public secondary schools. In particular, the Ministry of Education and Training issued new standards for secondary school teacher professional titles to replace the old standards at Joint Circular No. 22/2015/TTLT-BGDDT-BNV.
Removal of language and informatics certificate requirements for primary school teachers in Vietnam (Internet image)
According to Regulation 03/2021/TT-BGDĐT, middle school teachers appointed to professional titles must meet the professional title standards specified in Article 3, Article 4, and Article 5 of the Regulation. These standards include:
1. Standards of professional ethics:
- Complying with the Party's policies and guidelines, the state's laws, regulations of the education sector, and local regulations on secondary education;
- Continuously improving professional ethics, promoting a sense of responsibility, maintaining the integrity, dignity, and reputation of educators, and setting an example for students;
- Showing love, treating students fairly, and respecting their personalities; protecting the rights and legitimate interests of students; fostering unity and supporting colleagues;
- Strictly adhering to regulations on teachers' ethics, behavior, and attire.
2. Standards of education and training level:
- Holding a bachelor's degree or higher in the field of teacher education for middle school teachers;
- In cases where there is a shortage of teachers with a bachelor's degree in the assigned subject, they must have an appropriate bachelor's degree and a certificate of pedagogical training for middle school teachers, according to the program issued by the Minister of Education and Training.
- Having a certificate of pedagogical training according to the standards of the professional title of middle school teachers (for newly recruited middle school teachers, they must have the certificate within 36 months from the date of recruitment).
3. Standards of professional competence:
- Having a good grasp of the Party's policies, guidelines, laws, regulations, requirements of the education sector, and local regulations on secondary education and effectively implementing assigned tasks;
- Having a solid understanding of the subject matter assigned for teaching; being able to develop lesson plans and education plans that focus on developing students' qualities and abilities;
- Being capable of effectively applying teaching and education methods that develop students' qualities and abilities and actively engaging students in activities;
- Being able to flexibly adjust teaching and education plans to suit the actual conditions of the school and local area; being able to develop interdisciplinary lessons;
- Proactively updating and creatively applying forms and methods of assessing and evaluating students' learning outcomes, training, and progress in developing students' qualities and abilities;
- Having the ability to effectively apply psychological counseling and career guidance measures suitable for each group of students in teaching and education activities;
- Proactively and actively building a healthy and trusting cooperative relationship with parents, relevant organizations, and individuals in implementing teaching and education activities;
- Engaging in research and being able to timely update new requirements in terms of professional competence; having the ability to creatively and effectively improve one's own professional competence;
- Having the ability to use information technology in performing tasks and being able to use a foreign language or a minority language in specific assigned tasks;
- For middle school teachers appointed to the professional titles of second class and third class, they must also meet the conditions for honorary titles, commendation certificates, or other titles in the education sector; and the period of holding the professional title of middle school teacher is shorter than before submitting the application for examination or promotion.
Compared to the previous requirements for education and training level for middle school teachers in Joint Circular 22/2015/TTLT-BGDĐT-BNV, as of March 20, 2021, the Ministry of Education and Training has eliminated the language and informatics certificate requirements when appointing teachers to professional titles, instead only requiring "the ability to use information technology in performing tasks and the ability to use a foreign language or a minority language in specific assigned tasks" in terms of professional competence. Therefore, starting on March 20, 2021, candidates to be appointed to the professional titles of middle school teachers or to be considered for promotion to higher professional titles will not be required to have language and informatics certificate. However, teachers still need to prepare certain knowledge in computer skills and foreign languages to serve in their work.
The removal of language and computer proficiency requirements allows teachers to fully focus on improving their professional competence, enhancing their abilities, the quality of their teaching work in particular, and their career in general.
