1. Principles of defense and security education in Vietnam
In Article 5 of the Law on National Defense and Security Education 2013, the principles of defense and security education are as follows:
- Complying with the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, under the unified management of the State.
- National defense and security education are the responsibilities of the political system and the entire people, in which the State plays the leading role.
- Combining defense and security education with ideological and political education, law dissemination and education, and associating it with building a strong comprehensive base.
- Comprehensive and focused education in appropriate forms; combination of theory and practice.
- National defense and security education programs and contents must be appropriate to each subject and promptly respond to the actual situation.
- Ensuring state secrets, planning, inheritance, development, science, modernity, and that they are easy to understand, practical, and effective.
2. State policy on defense and security education
Pursuant to Article 6 of the Law on National Defense and Security Education 2013, the State's policies on defense and security education are as follows:
- The State shall ensure resources for defense and security education activities, adopt priority policies towards border areas, islands, mountainous, deep-lying, and remote areas.
- The State encourages and creates conditions for agencies, organizations, and individuals to contribute wisdom, effort, money, and property to defense and security education.
- Agencies, organizations, and individuals with achievements in defense and security education shall be commended and rewarded according to the provisions of law.
3. Rights and responsibilities of citizens in defense and security education in Vietnam
Pursuant to Article 7 of the Law on National Defense and Security Education 2013, the rights and responsibilities of citizens in defense and security education are as follows:
Citizens have the right and responsibility to study and research to master defense and security knowledge. Participants in defense and security education are entitled to regimes and policies as prescribed by law.
4. National Defense and Security Education Center in Vietnam
In Article 8 of the Law on National Defense and Security Education 2013, the defense and security education center is regulated as follows:
- National defense and security education center is an educational institution that retains national defense and security knowledge and military skills for subjects as prescribed by the Law on National Defense and Security Education 2013.
- The Center for National Defense and Security Education includes:
+ National defense and security education center under the military school;
+ National defense and security education center of higher education institutions.
- The planning of the system of defense and security education centers must conform to the planning of the military school system and the network of higher education institutions and meet the requirements of defense and security education for the subjects. .
- The Prime Minister approves the system planning and stipulates the conditions for establishing the defense and security education center.
5. Regulations on national defense and security education at schools in Vietnam
Article 10 of the Law on National Defense and Security Education 2013 provides for defense and security education at primary and junior high schools.
5.1. Elementary School, Middle School
Pursuant to Article 11 of the Law on National Defense and Security Education 2013, which stipulates national defense and security education at schools at the primary and junior high levels as follows:
- National defense and security education in primary and lower secondary schools is integrated through the content of subjects in the program, combined with extracurricular activities appropriate to the age group.
- To ensure that students form the basis of an initial understanding of the tradition of nation building and defense of the nation and the people's armed forces: a sense of discipline, a spirit of solidarity, and a love for the Fatherland, and their fellow citizens.
5.2. High schools, professional intermediate schools, and vocational schools
In Article 11 of the Law on National Defense and Security Education 2013, the regulations on upper secondary schools, professional intermediate schools, and vocational intermediate schools are as follows:
- National defense and security education in high schools, professional intermediate schools, and vocational intermediate schools is the main subject.
- Ensuring that students have an initial understanding of all-people national defense and people's security, on the nation's tradition of anti-foreign aggression, the people's armed forces, and Vietnamese military art, have basic and necessary knowledge of civil defense and military skills, and are ready to perform military service to defend the fatherland.
- Organizing teaching and learning according to program distribution. During the school year, based on specific conditions, coordinate with relevant agencies, organizations, and units to organize extracurricular activities for students with appropriate content and form.
5.3. Vocational colleges, higher education institutions
In Article 12 of the Law on National Defense and Security Education 2013, vocational colleges and higher education institutions are as follows:
- National defense and security education in vocational colleges and higher education institutions is the main subject.
- Ensuring learners have basic knowledge of the Party's views, policies, and laws of the State on national defense and security; building an all-people defense and people's security; building an all-people defense posture in association with the people's security posture; and building the people's armed forces; having additional knowledge of civil defense and military skills; and being ready to perform military service to defend the Fatherland.
- Organizing concentrated teaching and learning at national defense and security education centers, vocational colleges, and higher education institutions. In the training program, based on specific conditions, coordinate with relevant agencies, organizations, and units to organize for learners to research and study extracurricular activities with appropriate content and form.
5.4. Schools of state agencies, political organizations, and socio-political organizations
Pursuant to Article 13 of the Law on National Defense and Security Education 2013, the schools of state agencies, political organizations, and socio-political organizations are as follows:
- National defense and security education for learners in schools of state agencies, political organizations, and socio-political organizations is the main subject.
- Ensuring learners grasp the viewpoints of the Party, policies, and laws of the State on national defense and security; Vietnamese military art; defense and security situations and tasks; defensive areas; civil defense; combining economics with national defense and security; combining defense and security with foreign affairs.
- Pursuant to the framework program of the Ministry of National Defense and regulations of competent agencies, schools of political organizations shall develop and implement programs and contents of national defense and security education in their school systems.
- Based on the framework program of the Ministry of National Defense, schools of state agencies and socio-political organizations shall develop and implement national defense and security education programs and contents for learners in schools.
