1. Principles for considering and awarding the title "People's Teacher" in Vietnam

The consideration and award of the title "People's Teacher" in Vietnam is made based on the principles in Article 3 of Decree 27/2015/ND-CP, specifically as follows:

- Ensure that the title "people's teacher" is awarded with accuracy, fairness, publicity, democracy, and voluntariness.

- The consideration and awarding of the title "people's teacher" must prioritize teachers who directly raise and teach children, female teachers, and teachers working in areas with extremely difficult socioeconomic conditions.

2. Criteria for the title "People's Teacher" in Vietnam

According to Article 8 of Decree 27/2015/ND-CP, the title "People's Teacher" is considered and awarded to the subjects specified in Clause 1, Article 2 of Decree 27/2015/ND-CP who have been conferred the title of "Excellent Teacher" and meet specific standards. after:

- Loyalty to the socialist Vietnamese fatherland; strict adherence to the party's guidelines and policies, as well as state laws, internal rules and regulations of agencies, units, and organizations, and the localities in which they live.

- Having good moral qualities, enthusiasm, and dedication to the profession; being a shining example, an exemplary, typical, excellent teacher with widespread influence in the industry and society, respected by learners, colleagues, and people; taking the lead in innovating educational management, teaching methods, and testing and assessment; and managing and teaching with high quality and efficiency.

- Having been awarded the title of "Emulation Soldier" at provincial or ministerial level once, or being excellent teachers and lecturers at provincial or ministerial levels; be awarded Certificates of Merit from the Prime Minister or higher (especially for teachers of preschool, primary, and secondary schools who have been awarded the Certificate of Merit at provincial or ministerial level twice).

- Having an initiative or scientific research topic specifically specified for each subject as follows:

+ Preschool, general education, continuing education, and vocational education teachers at the primary and vocational levels, as well as inclusive education support centers and reform schools:

Preside over 03 initiatives or 01 scientific research topic that has been effectively applied in teaching and education, and has been accepted by the initiative council, scientific council of the immediate superior management agency.

+ Lecturers in higher education institutions, college-level vocational education institutions, schools of state agencies, political organizations, socio-political organizations, and people's armed forces:

Preside over 03 initiatives or 02 scientific research projects at the provincial, ministerial, or national level, or 02 branches of national scientific research projects that are accepted by the initiative council, provincial, ministerial, and national scientific councils; applied in practice to bring about practical efficiency;

Editor-in-Chief of 02 textbooks or editor of 01 textbook and participated in compiling 02 subject textbooks used in teaching and training, or author of 01 monograph or main author of 02 monographs;

Main author of 05 scientific articles published in domestic or international specialized scientific journals;

Lecturers of universities, universities, academies, and scientific institutes with doctoral training meeting the standards according to the main regulations and instructions, 02 PhD students have successfully defended their doctoral theses or guided 05 master's students to successfully defend their master's theses, grade II specialists, and resident doctors.

- Educational administrators:

Preside over 02 initiatives, scientific research projects at provincial, ministerial, or national level, or 02 branches of national scientific research projects, that are accepted by the initiative council, provincial scientific council, ministry, and national level; be applied in practice to bring practical effects; or participate in drafting of 04 legal documents that have been issued according to the assignment decision of the competent person.

The head and deputy head who meet the criteria specified in this Point and the collective managed by the individual must achieve the title of Excellent Labor Collective for 02 consecutive years following the year of application for consideration.

- Teachers have directly raised and taught for 20 years or more.

Education managers have worked in the industry for at least 25 years, 15 of which have been spent directly raising and teaching children.
