Regulations and policies for students serving as Youth Union and Association officers

Students, when participating in activities or tasks within the Ho Chi Minh Communist Youth Union, the Vietnam Student Association, the Vietnam Youth Union (collectively referred to as Union and Association officers), will be entitled to certain preferential policies.

It can be said that Youth Union and Association officers are the young, most exemplary faces, and a significant human resource contributing greatly to the construction and development of the Youth Union, Association, and school work. In addition to their studies at school, Youth Union and Association officers also bear the responsibilities and tasks assigned by the Youth Union, Association, with difficulties and pressures seemingly doubled. Therefore, they are entitled to certain policies as stipulated by the State.

According to Decision No. 13/2013/QD-TTg dated February 6, 2013, by the Prime Minister of the Government of Vietnam, Youth Union and Association officers who are students are entitled to the following benefits:

- Priority in adding points to the assessment of performance results according to the student performance assessment regulations of the Ministry of Education and Training; priority in scholarship consideration, job introduction, and additional support regarding working and studying conditions according to the abilities and actual situation of each school.- Annually, Youth Union and Association officers who are students and complete their tasks excellently are commended and rewarded.- Support for monthly or annual activity fees, depending on specific conditions, the school will stipulate the level of activity fee support for each position of Youth Union and Association officers.

Additionally:

- Youth Union and Association officers are provided time allowances and reimbursed for business expenses when participating in Youth Union and Association activities called upon by higher levels in accordance with current laws; provided with opportunities to enhance professional and skill levels; given priority for dormitory accommodation; and entitled to social benefits like managerial staff at the same level.- Youth Union and Association officers with continuous three-year service in the Union, who have excellently completed their tasks, will be given priority in official recruitment exams or public employee recruitment or examination considerations.- Secretaries and Deputy Secretaries of the Youth Union from the grassroots level and above, if qualifying, will be included in the planning for school leadership positions. For key Youth Union and Association officers who complete their tasks, when they age out of Union work, the school is responsible for transferring them to an equivalent position, suitable to their specialty, with opportunities for development. For full-time Youth Union and Association officers, when they age out of Union work, the school must arrange suitable work for them.- Regimes and policies for other Youth Union and Association officer positions are stipulated in the school's internal expenditure regulations but not exceeding the expenditure levels for key Union and Association officers as regulated in this Decision.- The school is responsible for arranging suitable office space and facilities to ensure effective operations for Youth Union and Association organizations.
