Regulation on the Promotion from Lecturer Grade III to Principal Lecturer BTP

Decision 1003/QD-BTP promulgating the Plan for organizing the promotion exam for officials, upgrading the administrative public employee rank in 2019 and the promotion exam for the professional title of lecturer to main lecturer of the Ministry of Justice was issued on May 5, 2020.

The plan attached to this Decision specifically regulates the examination for the promotion from the professional title of Lecturer to Principal Lecturer of the Ministry of Justice, scheduled for July and August 2020 as follows:

1. Subjects, Conditions, Standards for Examination

* Subjects for Examination

Public employees holding the professional title of Lecturer (Rank III) in units under and subordinated to the Ministry of Justice, who meet the conditions and standards for examination for promotion to Principal Lecturer as prescribed.

* Conditions, Standards for Examination

- Higher education institutions with a need and authorized to send candidates to the examination;- Holding the professional title of Lecturer (Rank III), code number V.07.01.03;- Assessed by the head of the higher education institution as having sufficient qualities and professional ethics; having satisfactorily completed duties for 03 (three) consecutive years up to the deadline for submitting examination documents; not under disciplinary action or under notice for disciplinary consideration as prescribed by law;- Meeting the standards for the professional title of Principal Lecturer (Rank II), as prescribed in Article 5 of Joint Circular 36/2014/TTLT-BGDDT-BNV regulating codes and standards for public employee professional titles teaching in public higher education institutions. In addition, for public employees teaching in training and retraining institutions, they must have an intermediate level or higher political theory qualification as prescribed in point d, clause 2, Article 13 of Circular 01/2018/TT-BNV guiding several articles of Decree 101/2017/ND-CP on training and retraining officials and public employees.

2. Application Documentation for Examination Registration

* Composition of Documents:

Application documents for the examination promotion to Principal Lecturer (Rank II) include:

- Application form for promotion examination from Lecturer (Rank III) to Principal Lecturer (Rank II);- Curriculum vitae of the public employee issued with Circular 12/2012/TT-BNV, confirmed by the employing or managing agency;- Evaluation and assessment by the head of the employing agency of the public employee not holding a managerial position or by the head of the appointing agency or organization with the authority to appoint managing public employees;- Copies of diplomas and certificates as required for the professional title of Principal Lecturer (Rank II), certified by authorized bodies, including:+ Master’s degree or higher relevant to the employment position, teaching discipline;+ Intermediate level or higher political theory certificate (for public employees teaching in training and retraining institutions);+ Certificate of pedagogical skills training for lecturers;+ Certificate of Principal Lecturer (Rank II) training.- Decision of appointment as Lecturer (Rank III), code number: V.07.01.03 and equivalent title appointment decision (if any);- Declaration of scientific research works, journal articles, and authored books for training, confirmed by the head of the management unit, along with supporting documents:+ Copy of the decision or commission contract for scientific and technological tasks; Acceptance minutes or decision recognizing results of scientific and technological tasks;+ Copy of published scientific articles, evaluated and accepted books for training;+ Confirmation letter of the use purpose of training books from the head of the higher education institution.

Note: Copies of diplomas, certificates, decisions, and contracts must be certified or notarized according to legal regulations. Diplomas issued by foreign educational institutions must be recognized by the Department of Testing and Accreditation (now the Department of Quality Management) of the Ministry of Education and Training according to current regulations. For those sent abroad for study under the Ministry of Education and Training's project or cooperation agreement, the copy of diploma recognition can be substituted with the decision of the Ministry of Education and Training to send the person abroad for study.

* Form and Manner of Filing the Application for Examination

The application for promotion examination to the professional title of Principal Lecturer (Rank II) of candidates is regulated as follows:

- Candidates prepare 01 set of documents, printed or photocopied on A4 paper, bound with a cover, a table of contents, and numbered pages;- The set of documents is bound into one volume, including materials arranged in order; scientific articles and training books are sorted by type of work and by chronological order;- Candidates are entirely responsible for the legality and accuracy of documents and copies. When required by the competent authorities, candidates must provide the original for comparison and verification;- Scientific works by agencies, organizations, or civilians related to national security or defense secrets must be protected according to legal regulations and be carried out as per the Ministry of Public Security, Ministry of Defense, and competent state authorities.

3. Form, Content, and Duration of the Examination

Public employees taking the promotion examination from the title of Lecturer to Principal Lecturer (Rank II) must take all exams. To be specific:

- General Knowledge Exam:

+ Exam content: Policies and guidelines of the Communist Party, state law policies on education and training in general, and higher education in particular; international trends, strategies, policy developments in Vietnam's higher education; state policies and management of higher education; issues on innovation in higher education management and school governance; perspectives and strategic orientation for developing sectors or training disciplines of the school; law on public employees suitable for the standards of the professional title of Principal Lecturer (Rank II). The knowledge content of the exam and exam content on education and training is 70%, on public employment law is 30%;

+ Exam form: Essay;

+ Exam duration: 180 minutes.

- Professional Knowledge and Skills Exam:

+ Exam content: Candidates present an overview report on training and scholarly research outcomes since being appointed to the current title until the time of application for the promotion examination, discussing professional issues related to their field of expertise;

+ Exam form: Presentation and direct interview;

+ Exam duration: 30 minutes/person.

- Foreign Language Exam:

+ Exam content: Reading comprehension and writing skills at level 3 as required by the standards for the professional title of Principal Lecturer (Rank II), in one of the languages registered by the public employee: English, Russian, French, German, Chinese.

For lecturers specializing in foreign languages, they must take a second foreign language exam at level 3 as required by the standards for the professional title of Principal Lecturer (Rank II).

+ Exam form: Writing;

+ Exam duration: 90 minutes.

- Information Technology Exam:

+ Exam content: Basic information technology skills as required by the standards for the professional title of Principal Teacher (Rank II).

+ Exam form: Multiple-choice.

+ Exam duration: 45 minutes.

4. Exemption from Foreign Language and Information Technology Exams in the Examination for Promotion to Principal Lecturer (Rank II)

According to the plan attached to Decision 1003, foreign language exam exemption will be granted to public employees in one of the following cases:

- Have studied and conducted full-time research abroad and have been awarded a bachelor's, master's, or doctoral degree by a foreign educational institution using one of the languages English, Russian, French, German, Chinese in training; the degree recognized by the competent authority in accordance with current regulations;- Hold a second bachelor's degree in one of the foreign languages English, Russian, French, German, Chinese;- Hold a foreign language certificate at level 3 as prescribed in Circular 01/2014/TT-BGDDT or an international English certificate TOEFL PBT 450 points, TOEFL CBT 133 points, TOEFL iBT 45 points, IELTS 4.5 or higher. Such foreign language certificates must be valid for 02 years (24 months) from December 31, 2019.

For lecturers specializing in foreign languages, the above foreign language exam exemption regulations must be in a different language from the foreign language specialization currently being taught.

Also, according to the content of this plan, information technology exam exemption will be granted to public employees who have graduated from secondary level or higher specializing in information technology or computer science.

5. Determining Successful Candidates in the Promotion Examination or Promotion Examination for Principal Lecturer (Rank II)

Lecturers who pass the promotion examination for the professional title of Principal Lecturer (Rank II) must take all required exams, except for exempt subjects as prescribed by law; scoring 50 points or more on each exam, as exams are graded on a 100-point scale.

Note: Exam results for professional title promotion cannot be carried over.
