Reduction of Teaching Hours for Non-Professional Trade Union Officers

Circular 08/2016/TT-BGDDT stipulates policies on reducing teaching hour norms for teachers and lecturers serving as Chairpersons, Vice-Chairpersons of grassroots Trade Unions, members of the executive committee, leaders, and deputy leaders of Trade Union teams who are not on a full-time basis in public educational institutions within the national education system (not applicable to vocational intermediate schools, vocational colleges).

Public educational institutions within the national education system entitled to policies on reduction of teaching hours include:

- Kindergarten schools; Primary schools; Lower secondary schools; Upper secondary schools; General education schools with multiple grade levels;- Specialized schools;- Vocational education and continuing education centers; Provincial continuing education centers;- Intermediate schools, colleges, academies, universities, and higher education institutions.

According to Circular 08, policies for the reduction of teaching hours are stipulated as follows:

- For kindergarten teachers:- Teachers serving as non-specialized Presidents, Vice Presidents of grassroots trade unions are entitled to a reduction of 06 teaching hours per week (equivalent to 210 teaching hours per academic year);- Teachers serving as members of the trade union executive committee; non-specialized trade union group leaders, deputy leaders are entitled to a reduction of 03 teaching hours per week (equivalent to 105 teaching hours per academic year).- For primary school teachers:- Teachers serving as non-specialized Presidents, Vice Presidents of the grassroots trade union at primary schools, specialized schools at the primary level are entitled to a reduction of 04 teaching hours per week (equivalent to 140 teaching hours per academic year);- Teachers serving as members of the trade union executive committee, non-specialized trade union group leaders, deputy leaders at primary schools, specialized schools at the primary level are entitled to a reduction of 02 teaching hours per week (equivalent to 70 teaching hours per academic year).- For secondary school teachers (lower secondary and upper secondary):- Teachers serving as non-specialized Presidents, Vice Presidents of grassroots trade unions at lower secondary schools, specialized lower secondary schools, upper secondary schools, specialized upper secondary schools, vocational education and continuing education centers, provincial continuing education centers are entitled to a reduction of 03 teaching hours per week (equivalent to 105 teaching hours per academic year);- Teachers serving as members of the trade union executive committee, non-specialized trade union group leaders, deputy leaders at lower secondary schools, specialized lower secondary schools, upper secondary schools, specialized upper secondary schools, vocational education and continuing education centers, provincial continuing education centers are entitled to a reduction of 01 teaching hour per week (equivalent to 35 teaching hours per academic year).- For intermediate school teachers:- Teachers serving as non-specialized Presidents, Vice Presidents of grassroots trade unions are entitled to a reduction of 76 teaching hours per academic year;- Teachers serving as members of the trade union executive committee, non-specialized trade union group leaders, deputy leaders are entitled to a reduction of 38 teaching hours per academic year.- For college, academy, university, and higher education institution lecturers:- Lecturers serving as non-specialized Presidents, Vice Presidents of grassroots trade unions are entitled to a reduction of 44 teaching hours per academic year;- Lecturers serving as members of the trade union executive committee, non-specialized trade union group leaders, deputy leaders are entitled to a reduction of 22 teaching hours per academic year.

Circular 08/2016/TT-BGDDT is effective from May 13, 2016, replacing the regulations on the reduction of teaching hours for non-specialized trade union-officer teachers and lecturers at public educational institutions within the national education system as stipulated in documents issued by the Minister of Education and Training.
