Recognition of the Title of Bachelor of Practice and Engineer of Practice for College Graduates

This is one of the new contents added in the Draft Circular amending and supplementing a number of articles of Circular 10/2017/TT-BLDTBXH dated March 13, 2017 of the Minister of Labor, War Invalids and Social Affairs on the regulations on the template of intermediate and college diplomas; printing, management, issuance, retrieval, and cancellation of intermediate and college diplomas currently under public consultation.

Recognition of Professional Bachelor and Professional Engineer Titles

To be specific, Clause 2, Article 1 of this Draft has supplemented Article 3a, stipulating the recognition of professional bachelor or professional engineer titles for students graduating at the college level, following Article 3 of Circular 10/2017/TT-BLDTBXH.

Students graduating at the college level are recognized by the college president as professional bachelors or professional engineers. The recognition of the professional bachelor or professional engineer titles is decided by the president in one of the following two forms:

- The professional bachelor or professional engineer titles are noted on the college diploma with the phrase "and recognized as a professional bachelor" or "and recognized as a professional engineer";

- The professional bachelor or professional engineer titles are not noted on the college diploma. Colleges issue a certificate of "recognition of professional bachelor" or "recognition of professional engineer" according to the format prescribed by the school. The certificate of recognition of professional bachelor or professional engineer is an integral part of the college diploma. The printing, issuance, amendment, revocation, and cancellation of the recognition certificate are carried out similarly to the college diploma.

Note: College graduates in the fields of computers, technical technology, and engineering are recognized with the title of professional engineer; other fields are recognized with the title of professional bachelor.

In addition, this Draft also amends and supplements regulations on the public announcement of information on the issuance of diplomas on the website as previously stipulated in Circular 10.

within 30 days from the date of issuance of the diploma, the school must publicly announce information about the issuance of the diploma on the school's website and provide information about the issuance of the diploma on the Vocational Education Degree Lookup Information Page (hereinafter referred to as the electronic information page) at the address: http://vanbang.gdnn.gov.vn for management and lookup purposes. (Currently, Circular 10 does not stipulate this time frame).

The publicly announced information about the issuance of the diploma includes the contents noted on the diploma and must be accurate compared to the original diploma issuance ledger, and must be regularly updated and stored on the electronic information page, ensuring easy management, access, and search. In cases where the diploma is amended, revoked, or canceled, it must be updated on the electronic information page.

The public announcement of information about the issuance, amendment, revocation, and cancellation of diplomas on the electronic information page also applies to diplomas issued before the effective date of this Draft.
