Currently, according to the current regulations in Decision 04/2000/QD-BGDDT on the Regulation on the Implementation of Democracy in School Activities issued by the Minister of Education and Training, the Principal's responsibilities are only required to publicize the following contents:

Meanwhile, the Draft Circular guiding the implementation of democracy in the activities of public educational institutions additionally stipulates asset disclosure as follows:
Article 6. Matters to be Publicized
1. Matters that the Principal must publicize for teachers, educational management staff, and workers to know:

e) Negative cases, corruption in the educational institution that have been concluded; asset and income declarations of those obligated to declare according to the law.
According to the provisions of Article 1 Circular 08/2013/TT-TTCP, those obligated to declare assets according to the law include:

...
5. Principals, Vice Principals of preschools, primary schools, secondary schools, high schools, continuing education centers, persons holding equivalent positions from Deputy Head of Department or higher in state universities, colleges, vocational schools.
Furthermore, not only Principals but also accountants and public employees conducting admission work in public schools must declare assets according to the provisions of Clause 9 Article 1 and Appendix I in Circular 08/2013/TT-TTCP.
The Draft also clearly stipulates in Article 7 the forms of publicizing asset declarations such as posting at the educational institution, notifying in writing to the heads of the subordinate units of the educational institution, announcing at officials, public employees, and workers' conferences…
Thus, based on the above regulations, Principals, Vice Principals, and public employee accountants not only have to declare assets and income but also must publicize the asset declarations for teachers and staff in the school to ensure transparency and clarity in the management and activities of the school.
