Proposal to add subject of tuition exemption and reduction in Vietnam according to the roadmap from 2021

This is the notable content in the Draft Decree stipulating the mechanism for collection, management of tuition fees for educational institutions under the national education system, and policies on tuition fee exemption, reduction, support for study expenses; service prices in the field of education and training, which is currently being put forth for public consultation online by the Government of Vietnam.

Draft Decree on the mechanism for collecting and managing tuition fees for educational institutions under the national education system and policies on tuition fee exemption, reduction, and study cost support; service prices in the field of educational training will replace Decree 86/2015/ND-CP, is expected to supplement the subjects entitled to tuition fee exemptions in phases based on the provisions of Clause 5, Article 99 of Education Law 2019. Articles 19 and 20 of the Draft have proposed supplementing the subjects entitled to tuition fee exemption and reduction in phases from 2021 as follows:

- Subjects entitled to tuition exemption in Vietnam include:

  • 5-year-old preschool children in particularly difficult hamlets/villages, Zone III communes in ethnic minorities and mountainous areas, especially difficult communes in coastal areas and islands as stipulated by competent authorities;
  • 5-year-old preschool children not belonging to the above difficult areas are entitled to tuition fee exemption from the 2023-2024 school year (from September 1, 2023);
  • Lower secondary school students in particularly difficult hamlets/villages, Zone III communes in ethnic minorities and mountainous areas, especially difficult communes in coastal areas and islands as stipulated by competent authorities are entitled to tuition fee exemption from the 2021-2022 school year (from September 1, 2021);
  • Lower secondary school students not belonging to the above difficult categories are entitled to tuition fee exemption from the 2025-2026 school year (from September 1, 2025);
  • Students of the nomination system (including students of the nomination system studying internal vocational education for a duration of 3 months or more) as stipulated by the Government of Vietnam on policies for nominating students into higher education and vocational education institutions under the national education system;
  • Students of vocational and higher education institutions who are ethnic minorities and their parents are identified as poor or near-poor households as stipulated by the Prime Minister of the Government of Vietnam;
  • Persons who graduated from lower secondary school and continue to study at the intermediate level and do not pass through the upper secondary level or any other level of vocational education according to any national qualification framework since their lower secondary school graduation;

- Subjects entitled to a 70% tuition reduction in Vietnam:

  • Students studying traditional and specific arts at cultural-art schools, private, and semi-private institutions;
  • Preschool children and students who are ethnic minorities (outside of the very few ethnic minorities category) in particularly difficult hamlets/villages, Zone III communes in ethnic minorities and mountainous areas, especially difficult communes in coastal areas and islands as stipulated by competent authorities;

- Subjects entitled to tuition fee support: Primary school students in private educational institutions in areas without sufficient public schools in Vietnam are supported by the State to pay tuition fees.

Additionally, the Draft also proposes increasing the support level for study costs for students entitled to tuition fee exemption to purchase books, notebooks, and other learning materials from 100,000 VND/student/month to 150,000 VND/student/month to match the actual current expenditure levels, aiming to provide additional financial assistance for disadvantaged students to purchase learning materials. This is specifically stipulated in Clause 10, Article 24 of the Draft (replacing Clause 3, Article 11 of Decree 86/2015/ND-CP) as follows:

Article 24. Mechanism for Tuition Fee Exemption and Reduction, Study Cost Support, and Tuition Fee Payment Support

10. The State shall carry out study cost support directly for the subjects specified in Article 19 of this Decree at a rate of 150,000 VND/student/month for purchasing books, notebooks, and other learning materials. The duration of the benefit is based on the actual study period and shall not exceed 9 months per school year, disbursed twice a year at the beginning of each semester.”
