Prohibition of Teachers Exploiting Educational Support to Coerce Students into Financial Contributions

This is a notable content in the Draft Charter for middle schools, high schools, and multi-level general education schools expected to be issued in 2020, replacing the Charter issued together with Circular 12/2011/TT-BGDDT.

According to the Draft Regulation for secondary schools, high schools, and comprehensive schools, it is clearly stated: Teachers are strictly prohibited from exploiting sponsorship and educational support to force students to contribute money/materials.

Aside from the new regulations mentioned above, the Draft maintains the existing prohibitions on teacher conduct as stipulated in Circular 12/2011/TT-BGDDT, specifically, teachers must not:

- Insult the honor, dignity, or infringe on the body of students and colleagues.

- Commit fraud in examinations, testing, or enrollment; cheat in assessing students' learning and training outcomes.

- Distort educational content, incorrectly teach content knowledge against the viewpoint and direction of the Communist Party and the State of Vietnam.

- Coerce students into additional classes to collect money. Teachers are strictly prohibited from exploiting sponsorship and educational support to force students to contribute money/materials.

- Smoke, drink alcohol, beer, and use other stimulants while participating in educational activities; use mobile phones during class not for the purpose of teaching and educating during the time.

- Neglect teaching hours or cut the educational program arbitrarily.

Additionally, secondary school teachers must fulfill the following duties:

- Perform educational tasks according to the general education program and the school's education plan; prepare teaching plans, assess students; manage students in educational activities organized by the school; participate in professional activities; be responsible for the quality and effectiveness of education.

- Cultivate ethics, uphold a sense of responsibility, maintain the quality, honor, and reputation of educators; set an example for students, love, treat students fairly and respect their dignity; protect the legitimate rights and interests of students; unite and assist colleagues.

- Study, train to improve health, political awareness, professional skills, innovate educational methods.

- Participate in the local secondary education universalization efforts.

- Fulfill civic duties, comply with legal and industry regulations, execute decisions by the Principal; undertake tasks assigned by the Principal, subject to inspection and evaluation by the Principal and educational management levels.

- Coordinate with the Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union, Youth Associations, student families, and related social organizations to organize educational activities.
