The Ministry of Labor, War Invalids and Social Affairs has recently drafted a Circular stipulating codes, standards for professional titles, and the appointment and salary classification according to the professional titles for public employees teaching intermediate and elementary levels in public colleges, intermediate schools, and vocational education centers.

This circular applies to public employees teaching at intermediate and elementary levels in public vocational education institutions (excluding teacher training schools and teachers teaching in education training groups under the management authority of the Ministry of Education and Training).
Code and Ranking of Vocational Education Teacher Professional Titles
Vocational education teacher professional titles include:
- Senior vocational education teacher, Rank I, Code: V.09.02.04- Principal vocational education teacher, Rank II, Code: V.09.02.05- Vocational education teacher, Rank III, Code: V.09.02.06- Vocational education teacher, Rank IV, Code: V.09.02.07
Guidelines on Appointments and Salary Classification According to Professional Titles
The appointment to professional titles must adhere to the following principles:
- It must be based on the job position, responsibilities, and professional expertise currently held by the public employee and in accordance with Article 9 of this Circular.- When appointing from the current public employee grade to the corresponding vocational education teacher professional title, it should not be combined with salary grade elevation or rank promotion of the public employee.
Cases of Appointing to Vocational Education Teacher Professional Titles:
Public employees who have been appointed to secondary teacher grades as stipulated in Decision 78/2004/QD-BNV are now appointed to vocational education teacher professional titles as follows:
- Appointment to the principal vocational education teacher, Rank II, Code V.09.02.05 for teachers currently holding the senior secondary teacher grade, Code 15.112, teaching at intermediate and elementary levels.- Appointment to the vocational education teacher, Rank III, Code V.09.02.06 for teachers currently holding the secondary teacher grade, Code 15.113, teaching at intermediate and elementary levels.- Appointment to the vocational education teacher, Rank IV, Code V.09.02.07 for teachers currently holding the secondary teacher grade, Code 15c.207, teaching at the elementary level who have not met the standards.- For public employees not holding the grades 15.112, 15.113, 15c.207: Based on the job position, if meeting the professional standards for the vocational education teacher professional title at any rank, they will be appointed to the respective vocational education teacher professional title.
Salary Classification: The professional titles of vocational education teachers will apply the Specialized Salary Table for public service providers of the State (Table 3) issued together with Decree 204/2004/ND-CP:
- Senior vocational education teacher, Rank I, Code V.09.02.04, will apply the salary coefficient of public employees type A3, group A3.2 from salary coefficient 5.75 to 7.55;- Principal vocational education teacher, Rank II, Code V.09.02.05, will apply the salary coefficient of public employees type A2, group A2.2 from salary coefficient 4.00 to 6.38;- Vocational education teacher, Rank III, Code V.09.02.06, will apply the salary coefficient of public employees type A1 from salary coefficient 2.34 to 4.98;- Vocational education teacher, Rank IV, Code V.09.02.07, will apply the salary coefficient of public employees type B from salary coefficient 1.86 to 4.06.
