1. What is the assessment of professional standards for preschool teachers?

According to Clause 8 Article 3 Regulations issued together with Circular 26/2018/TT-BGDDT assessment of professional standards for preschool teachers is the determination of the level of achievement of the teacher's quality and capacity according to the provisions of the professional standards of preschool teachers.

2. Requirements for assessment of professional standards for preschool teachers in Vietnam

Requirements for assessment of professional standards for preschool teachers according to Article 9 of the Regulations issued together with Circular 26/2018/TT-BGDDT are as follows:

- Objective, comprehensive, fair, and democratic.

- Based on the quality, capacity, and working history of teachers in specific preschool and local educational institutions.

- Based on the level of each criterion achieved in Chapter II of the Regulations promulgated together with Circular 26/2018/TT-BGDDT and having authentic and appropriate proofs.

3. Process of assessment of professional standards for preschool teachers in Vietnam 

The process of assessment of professional standards for preschool teachers in Article 10 of the Regulation promulgated together with Circular 26/2018/TT-BGDDT is as follows:

- Evaluation process

+ Teachers self-assess according to the professional standards for preschool teachers;

+ The preschool education institution organizes to collect opinions of colleagues in the professional group for teachers who are evaluated according to the professional standards of preschool teachers;

+ The head of the preschool educational institution conducts the assessment and announces the results of the teacher evaluation on the basis of the results of the teacher's self-assessment, the opinions of colleagues, and the teacher's practice of performing tasks through authentic and appropriate evidence.

- Rating evaluation results

+ Satisfying professional standards for preschool teachers at a good level: All the criteria being at a good level or higher, and at least 2/3 of the criteria reaching a good level, in which criteria 1, 3, 4, 5, 6, 7, 8, and 9 are good;

+ Satisfying the professional standards of preschool teachers at a good level: Having all the criteria at the pass level or higher, at least 2/3 of the criteria reaching the good level or higher; in which the criteria 1, 3, 4, 5, 6, 7, 8 and 9 are quite good or higher;

+ Meet the professional standards of preschool teachers at the pass level: Having all the criteria assessed at the pass level or higher;

+ Not meeting the professional standards of teachers: There are criteria that are assessed as unsatisfactory (the criteria are assessed as unsatisfactory when the requirements of the achievement level of that criterion are not met).

4. Period of assessment of professional standards for preschool teachers in Vietnam

According to Article 11 of the Regulations issued together with Circular 26/2018/TT-BGDDT stipulating the period of assessment of professional standards for preschool teachers in Vietnam as follows:

- Teachers self-assess once a year at the end of the school year.

- The head of the preschool education institution organizes teacher evaluation every two years at the end of the school year.

- In special cases at the request of the higher management, the preschool educational institution shortens the teacher evaluation cycle.

5. Purpose of promulgating regulations on professional standards for preschool teachers in Vietnam

The purpose of promulgating regulations on professional standards for preschool teachers according to Article 2 of the Regulations promulgated together with Circular 26/2018/TT-BGDDT is as follows:

- Serve as a basis for preschool teachers to self-assess their quality and capacity; formulate and implement plans for quality training; and foster improved professional and professional capacity to meet the requirements of educational innovation.

- Serve as a basis for preschool education institutions to assess the quality, professional capacity, and professionalism of preschool teachers; develop and implement a plan to foster and develop teachers' professional capacity to meet the educational goals of preschool education institutions, localities, and the education sector.

- Serve as a basis for state management agencies to study, develop and implement regimes and policies on developing the contingent of preschool teachers; selection and use of core preschool teachers.

- Serve as a basis for teacher training and retraining institutions to build and develop programs and organize training and retraining to develop the quality and professional capacity of preschool teachers.
