1. Conditions and applications of consideration for recognition of high school graduation in Vietnam
Conditions and applications of consideration for recognition of secondary school graduation according to Articles 4 and 5 of the Regulation promulgated together with Decision 11/2006/QD-BGD&DT are as follows:
* Eligibility requirements for graduation:
- Students who complete the secondary school program are not more than 21 years old, students who complete the secondary school supplement program are 15 years old or older.
In case of learning before the age, overtaking the class must comply with the regulations on learning before the age, overtaking the class of the Ministry of Education and Training of Vietnam.
- Do not miss more than 45 lessons in the 9th grade year (one time or many times combined).
- Secondary school students and students enrolled in the secondary school supplementary program (hereinafter referred to as "learners") who are not serving a prison sentence or have restricted citizenship. Except for school students, the class is open to people serving a prison sentence or who have restricted citizenship.
* Application for graduation recognition:
- Copy of valid birth certificate.
- The original transcript of the student. If the school records are lost, the director of the Department of Education and Training shall consider and handle each specific case.
- The original or a valid copy of a certificate from a competent authority stating that you are the beneficiary of priority policies and incentives (if any).
- Certificate of ethical quality and compliance with the State's policies for those who have completed the secondary school program from the previous school years:
+ The grant shall be issued by the People's Committee of the commune, ward, or township for learners who have returned to reside in the locality; if you work in an agency or enterprise, the grant shall be directly managed by the agency or enterprise.
+ The grant shall be issued by the agency managing the learner for learners who are serving a prison sentence or have their citizenship restricted and are concentrating on education in reformatory schools or institutions that focus on educating people who participate in social evils.
2. Process and procedures for recognition and grant of lower secondary school diplomas in Vietnam
The process and procedures for considering the recognition and granting of lower secondary school diplomas according to Article 10 of the Regulation promulgated together with Decision 11/2006/QD-BGD&DT are as follows:
* Graduation recognition process:
- Based on the application file and list of requests for consideration and recognition of graduation of the educational institution, the Council for consideration and recognition of secondary school graduation shall consider and recognize graduation for learners;
- The Council for the recognition of secondary school graduation shall make a record of graduation recognition and a list of people proposed for graduation recognition.
The minutes must contain the full names and signatures of the council members; the list of applications for recognition of graduation must contain the full name and signature of the chairperson of the council.
Learners who have not graduated from previous exams or assessments but are entitled to preferential and incentive policies are proposed to be recognized on a separate list.
* Graduation recognition procedures:
- The Council for the recognition of secondary school graduation sends the application for recognition of graduation to the Department of Education and Training.
Profile includes:
+ A written request for recognition of graduation signed by the council president;
+ Certificate of graduation;
+ List of learners proposed for graduation recognition;
- The head of the Education and Training Department shall make a decision on recognition of graduation for learners at the request of the council for consideration and recognition of secondary school graduation of educational institutions in the locality.
* Issuance of diplomas and authority to grant secondary school diplomas:
- Those who are recognized to graduate will be granted a high school diploma;
- Head of the Department of Education and Training, granting secondary school diplomas.
