Procedures for Transfer of Primary School Students in Vietnam from October 20, 2020

When there is a need to transfer schools for a child, the parents must carry out the school transfer procedure. Circular 28/2020/TT-BGDDT will take effect, according to which the procedure for transferring primary school students in Vietnam from October 20, 2020, is guided as follows:

Guidance on School Transfer Procedures for Primary School Students in Vietnam

According to the provisions in Article 36 of the Primary School Regulation issued together with Circular 28/2020/TT-BGDDT by the Ministry of Education and Training of Vietnam on the issuance of the primary school regulation, the school transfer procedures for primary school students in Vietnam effective October 20, 2020, are as follows:

Step 1: Submit the application to the school of transfer destination

Parents or guardians of the students shall submit the school transfer application to the destination school through direct submission, postal service, or online submission via the public service portal (if available).

Within 03 working days from the date of receiving the application, the principal of the destination school shall give consent on the application regarding the acceptance of the student. If not agreed, the principal must specify the reason on the application and return it to the parents or guardians via the mode of receipt.

Step 2: Submit the school transfer application to the school of transfer origin

Upon receiving the consent of the destination school, parents or guardians shall submit the school transfer application to the origin school.

Within 03 working days from the date of receiving the application, the principal of the origin school is responsible for returning the student's records. The dossier includes:

- School transfer application from the parents or guardians of the student (as per the form in Annex I attached to Circular 28);- Student records;

- Information on learning materials (at the current school), curriculum progress (as per the form in Annex III attached to Circular 28), and a summary of evaluation results of the student’s practice and study;

- Individual education plan for students with disabilities (if any).

Step 3: Submit the dossier

Parents or guardians of the student shall submit all the received dossiers from the origin school to the destination school.

Within 03 working days from the date of receiving the complete dossier, the principal of the destination school shall organize a discussion, consultation, and admission of the student into the appropriate class.

School Transfer Procedures for Primary School Students Returning from Abroad

According to Clause 3, Article 36 of the Primary School Regulation issued together with Circular 28/2020/TT-BGDDT, parents or guardians shall submit an application (as per the form in Annex II attached to Circular 28/2020/TT-BGDDT) to the destination school through direct submission, postal service, or online submission via the public service portal (if available).

Within 03 working days from the date of receiving the application, the principal of the destination school shall give consent on the application regarding the acceptance of the student. If not agreed, the principal must specify the reason on the application and return it to the parents or guardians via the mode of receipt.

Additionally, in cases of acceptance, within 07 working days from the date of receiving the application, the destination primary school principal shall organize a student proficiency assessment, place them in the appropriate class, and manage the student's records as prescribed.
