Procedures for the establishment of clubs in lower secondary schools in Vietnam

Sports Club in Lower Secondary School (hereinafter referred to as "club") is one of the school's clubs. The club is a healthy playground for students to exercise their health, promote sportsmanship, strengthen solidarity, exchange, and encourage people to love sports.

The club is established by a group of students with similar interests and talents in one or more sports, on a voluntary basis and under the management of the school.

Procedures for the establishment of clubs in lower secondary schools in Vietnam are made according to the document Building a model of sports clubs in lower secondary schools issued together with Decision 898/QD-BGDDT in 2023 of the Ministry of Education and Training of Vietnam as follows:

Step 1: Apply for the policy of establishing a club

- The Physical Education Department team conducts actual surveys, including through regular teaching hours, yard conditions, tools, equipment, etc., to develop a tentative plan to establish which sports clubs, how many clubs, the size of each club,….

- The subject team proposes to the school principal in an appropriate format (written request, approved by the school's meeting with minutes, ...) that it apply for the policy of establishing a student sports club.

Step 2: Information and propaganda about the club's establishment policy

When the Principal approves the policy of allowing the establishment of a club, the Department Team coordinates with other departments in the school to inform, propagandize in appropriate forms about the policy of establishing the school's student sports club to educational administrators, teachers, students, and students' parents.

Step 3: Develop a plan to establish clubs and issue registration forms to join the club.

Departmental teams, assigning tasks to members in charge of the club to perform:

- Developing the Club's Operational Plan: the content of the plan ensures compliance with the requirements as prescribed.

- The subject team issues registration forms, together with the club establishment plan (paper ballots, electronic ballots, ...) for students to register to participate;

- When the time limit for each batch expires, the total number of registrations must be ensured according to regulations, before proceeding to establish the club.

Step 4: Prepare the conditions for the establishment and operation of the club.

- The subject team drafts the following documents: The club's operation plan; Decision to establish the club; Board of Directors, members of the club; Club rules and regulations.

- Meeting of registered members: to approve drafts, give comments, and complete;

Step 5: Prepare the conditions for the yard, tools, ...

- On the basis of the Club's Operational Plan; Decision to establish the club; Board of Directors, members of the club; The club's operating regulations have been agreed. Club members prepare the conditions for the yard, equipment, ...

- The Physical Education Department team advises the school principal on funding to support the club (within the allocated budget for professional activities of the subject groups at the beginning of the year).

Step 6: Submit the application to the school principal for approval.

The department team summarizes the documents of the club (the document when the club members agree) and submits it to the Principal for approval. Including:

1. Written request: The representative of the club shall make a written request for the establishment of a student sports club, certified by the Head/Deputy Head of the Department.

2. Club activities plan.

3. Decide on the establishment of the club; Board of Directors, Club members.

4. Operational regulations of the club.

Within 7 working days upon receipt of complete documents, the school principal approves the Club's Operational Plan; signs and promulgates the decision to establish the club; Board of Directors, Club members. After that time, if the Principal has not yet approved, the reason must be stated and notified to the club (through the Physical Education Department).

Step 7: Conduct club activities.

- After being approved by the school principal, the club is set up and operating. The Board of Directors organizes and operates the club's activities according to the principles, plans, and regulations of the club.

- Monthly, semester by semester, and school year by school year, the Board of Directors reports the results of the club's activities to the school (through the Department of Physical Education).
