1. Conditions for students in extremely disadvantages communes and villages to receive support in Vietnam
According to Clause 1 and Article 2 of Decree 116/2016/ND-CP, the conditions for students in extremely disadvantages communes and villages to receive support in Vietnam are as follows:
For elementary and junior high school students, one of the following conditions must be met:
+ Attending a semi-boarding high school for ethnic minorities as a semi-boarding student;
+ Being students who, themselves and their parents or guardians, have permanent residence in extremely difficult communes and villages; are studying at primary schools, junior high schools, and villages with special difficulties in ethnic minority and mountainous areas; and especially difficult communes in coastal and island areas.
The house is located far from the school; the distance is 4 km or more for primary school students and 7 km or more for junior high school students; the terrain is far away; and traffic is difficult. Having to cross rivers and streams without a bridge; going over passes and high mountains; going through landslides and rocks;

- For high school students who are ethnic minorities, the following conditions must be satisfied:
+ Are studying at a high school or at a high school level at a high school with many levels of education?
They and their parents or guardians have permanent residence in communes in Zone III, villages with special difficulties in ethnic minority and mountainous areas, especially coastal and island areas.

2. Procedures to support students in extremely disadvantages communes and villages in Vietnam
The procedures to support students in extremely disadvantages communes and villages in Vietnam, according to Article 8 of Decree 116/2016/ND-CP, is as follows:
(1) Develop a plan to support rice for students:
- Provincial People's Committees develop a plan on the demand for rice support for school-year students that includes the following elements:
+ Number of students eligible for financial assistance: Total the number of students for each object, each school, and each neighborhood.
+ amount of rice to support (for the whole school year, up to 9 months per school year/student);
+ Rice receiving unit: an organization or unit assigned by the provincial People's Committee to receive the national reserve rice;
+ Expected time to receive rice in the school year: Specify the date and month of receiving rice (according to the number of rice receipts each semester).
- Provincial People's Committees shall annually report to the Ministries of Finance and Education and Training of Vietnam on the need for rice support for provincial students.
(2) Decision to support rice for students:
Based on the report of the People's Committees of the provinces, the Minister of Finance shall issue the decision on rice support for local students during the school year; the time to issue the decision on rice support is before July 31 every year.
(3) Modes of transportation and delivery:
- The national reserve units themselves organize the transportation of national reserve rice to support students and deliver it to the provincial rice receiving units at the centers of districts, towns, and cities in the supported provinces. support;
- The rice-receiving unit of the province organizes to transport the national reserve rice from the center of the district, town, and city to schools and distribute it to the supported subjects.
(4) Rice delivery time:
The specific time for rice delivery and receipt shall comply with the proposal of the provincial People's Committee, but not more than 2 times per semester.
(5) Rice export process:
- The Ministry of Finance is responsible for organizing the delivery of national reserve rice to support students in localities;
- Provincial-level people's committees organize the reception of rice and distribute it to the supported beneficiaries according to regulations.
(6) Management and use of rice to support students:
- National Reserve Rice must be strictly managed in order to assist students when exporting and receiving;
- Chairman of the provincial People's Committee directs the province's rice-receiving units to actively coordinate with relevant departments, organizations, and local authorities to have a plan to implement and timely distribute national reserve rice to the right audience.
Provincial-level People's Committee presidents are responsible before the law for the management, distribution, and use of rice to support students in their respective localities;
- Periodically at the end of the school year, the People's Committee of the province shall send reports on the receipt and distribution of rice to students to the Ministry of Finance and the Ministry of Education and Training for summarization and reporting to the Prime Minister of Vietnam.
