Priority will be given to female teachers over male teachers in awarding emulation commendations

This is one of the commendation evaluation principles stipulated in Decree 91/2017/ND-CP guiding the implementation of the Law on Emulation and Commendation.

To be specific:, Article 3 Decree 91/2017/ND-CP stipulates the principles for rewards as follows:

- The form of reward must be appropriate to the subject, the assigned functions, tasks of the collective or individual, and the achieved accomplishments.

- Rewarding must be based on conditions, standards, and achieved accomplishments, not necessarily rewarding at a lesser level before rewarding at a higher level. Emphasis is placed on rewarding small collectives and individuals who are directly engaged in labor, production, study, work, or combat and combat support.

No multiple forms of reward should be given for a single achievement. Periodic or thematic rewards are not counted as conditions or standards for recommending state-level rewards.

Particularly, when there are many individuals or collectives equally meeting the conditions and standards, female individuals or collectives with 70% or more female members should be selected for rewards. For female leaders or managers, the duration of holding a position to consider rewarding for their contributions is reduced by one-third compared to the general regulation; in case of higher retirement age regulations, the duration of holding a position to consider rewarding contributions should be in accordance with general regulations.

If the school organizes periodic or ad-hoc rewarding, when many teachers equally meet the conditions and standards, female teachers should be given priority in consideration for rewards.

This regulation can be seen as humane and practical since female teachers, besides their school duties, also manage household chores. To achieve the same accomplishments as male teachers, prioritizing them for awards is a justifiable regulation.
