Principals Who Do Not Meet Standards Will Be Removed from Their Positions and Transferred to Teaching

This is a notable regulation in the Draft Circular on the Use of Teachers and Management Staff of Preschools, Primary Schools, and Lower Secondary Schools Who Have Not Met the Required Training Standards.

 Draft Circular on the Use of Teachers, Management Officials of Preschool, Primary, and Secondary Education Institutions Who Do Not Meet Standard Qualifications

The draft Circular stipulates the use of managing officials of education institutions who do not meet the standard training qualifications as follows:

- Managing officials of education institutions who, in the two consecutive years prior to the effective year of this Circular, have evaluation results and ratings meeting the standard for a principal or higher or are classified and evaluated as officials and public employees at the level of completing tasks or higher, and who are in good health, will continue to assume school management positions until the end of their appointment term. After the term ends, they will not be re-appointed to school management positions but will be assigned to other suitable tasks until retirement as per regulations.

- Managing officials of education institutions who, in the two consecutive years prior to the effective year of this Circular, have evaluation results and ratings not meeting the principal standard and have one year classified and evaluated as officials and public employees at the level of not completing tasks, shall cease to assume school management positions and be assigned teaching tasks or arranged to participate in professional training to be assigned other suitable jobs.

- Managing officials of education institutions who do not have good health, wish to retire, and meet the conditions stipulated by the Law on Social Insurance shall retire according to the regulations.

Additionally, the Circular requires education institutions to develop plans for the use of teachers and managing officials who do not meet the standard training qualifications, report to the Department of Education and Training for consolidation.
