This is one of the notable contents in the Draft Circular on recruitment in the People's Public Security, replacing Circular 15/2016/TT-BCA, which has been posted for public comments since January 09, 2020, and is expected to take effect on March 01, 2020.

To be specific, Article 1 of this Draft stipulates the scope of regulation as follows:

This Circular stipulates the principles, subjects, conditions, procedures, documentation, and responsibilities of agencies, organizations, and individuals in the admissions process into high school cultural education, secondary, university, master's, and doctoral education, advanced political theory training, and completion of knowledge equivalent to intermediate political theory level in the People's Public Security Forces.
Meanwhile, the scope of regulation of Circular 15/2016/TT-BCA is prescribed in Article 1 as follows:

This Circular stipulates the principles, subjects, standards, procedures, documentation, and assignment of responsibilities in the admissions process into academies, universities, colleges, intermediate schools, cultural schools of the People's Public Security Forces (hereinafter collectively referred to as the schools of the People's Public Security Forces).
It can be observed that currently, the training levels stipulated in Circular 15/2016/TT-BCA include doctoral, master's, university, college, and intermediate levels, and cultural education for young ages. If this Draft is approved, from March 1, 2020, the training levels admitted into the People's Public Security Forces will include doctoral, master's, university, intermediate levels, high school education (also known as young age cultural education), advanced political theory training, and completion of knowledge equivalent to the intermediate political theory level.
Thus, compared to the regulations in Circular 15/2016/TT-BCA, the Draft has removed the regulations concerning the conditions and subjects for college level training (only stipulates bridging training from intermediate, college to university levels), while supplementing regulations concerning conditions and subjects for advanced political theory training and completion of knowledge equivalent to intermediate political theory level.
Additionally, compared to the regulations in Circular 15/2016/TT-BCA, this Draft has changed certain conditions that must be ensured for candidates applying for regular university education in the People's Public Security Forces and has also added regulations regarding subjects given priority for direct admission to university level police training.
