1. Legal position of a vocational - continuing education center in Vietnam
- The Center is a continuing education institution under the national education system and a public non-business unit with legal status, its own seal, and an account.
- The Center is under the state management of continuing education by the Ministry of Education and Training; vocational education activities by the Ministry of Labor, Invalids, and Social Affairs of Vietnam; concurrently subject to the state management in the area of the People's Committee of the province or city directly under the Central Government (hereinafter collectively referred to as the People's Committee of the province) where the Center is located.
- The Center exercises autonomy and accountability in accordance with the law.

2. Organizing educational activities in vocational - continuing education center in Vietnam
* Programs, textbooks, and learning materials:
- The Center uses programs, textbooks, and learning materials for diploma education programs of the national education system issued or appraised by the Ministry of Education and Training.
- Training, fostering, and education programs to meet learners' needs. The Center selects and uses materials from higher education institutions and colleges; national and international educational institutions have published according to regulations or programs and documents developed by the Center in accordance with learners' needs and the Center's ability to meet them.
The Director of the Center is responsible before the law and the educational management agency for the contents of the program and teaching materials at the Center; at the same time is responsible for reporting to the Department of Education and Training the programs and teaching materials used at the Center.
* Admissions:
- Every year, the Center develops an enrollment plan based on the people's learning needs, the local socio-economic development plan, the scale of operations, and the Center's ability to respond; it publicly announces information about the course, including the program, teaching materials, learning outcomes, learning conditions, teachers, methods of testing, assessment, confirmation of learning results, and time for opening lectures, tuition fees, other necessary information, and public announcement before the start of the course.
The Director of the Center is responsible for the enrollment information for courses, ensuring truthful and accurate information, and ensuring the interests of learners.
- Middle and high school enrollment subjects
+ Subjects enrolled in continuing education programs to grant lower secondary diplomas are those who have completed primary education or literacy programs. Subjects enrolling in continuing education programs to grant high school diplomas are those who have graduated from lower secondary schools.
+ Learners who have a certificate of completion of the general education program, if they wish to study at the Center (without testing and re-evaluation) to enhance their knowledge of taking the exam to get a good degree in their high school career, the director of the Center, based on the ability to meet, arrange classes, and decide for students to study in order to review their knowledge.
- For enrollment in classes other than the first grade, if the student has a satisfactory academic record and is promoted to the next class, the Center will arrange for the next class.
- Subjects to enroll in other programs, the Center enrolls according to learners' needs and ability to meet the teaching and learning conditions of the Center.
* Teaching activities:
- Students study the continuing education program at the lower secondary level, the continuing education program at the high school level is organized by classes. Each class has a homeroom teacher, a class president, assistants, and students.
Class president and vice president are elected by students in the class at the beginning of each school year or after each semester.
Students can actively discuss and participate in the planning of group and class activities with the support of teachers. The number of students per class at the lower and upper secondary levels is not more than 45 students.
- Forms of implementation of continuing education programs at the Center include: practicing while studying; online learning; guided self-study; and other forms of learning according to learners' needs.
The form of practicing while studying, online learning or self-studying with guidance, shall comply with separate regulations of the Ministry of Education and Training.
* Examining, evaluating, and grading learning results, granting certificates and diplomas:
- The Center is responsible for inspecting and evaluating students' learning results in accordance with the regulations of the Ministry of Education and Training.
- Students who complete the literacy program and meet the conditions prescribed by the Minister of Education and Training will be recognized for completing the literacy program.
- For students who complete the continuing education program at the lower secondary level, if they fully satisfy the conditions prescribed by the Minister of Education and Training, they shall be granted a lower secondary school diploma by the head of the specialized education agency under the district-level People's Committee.
- Students who complete the continuing education program at the high school level and meet the conditions prescribed by the Minister of Education and Training can take the exam. If they meet the requirements, they shall be granted a high school diploma by the head of the specialized education agency under the People's Committee of the province; if they fail to take the exam or meet the requirements, the head of the Center shall issue a certificate of completion of the general education program.
- Students who complete the training program and meet the output standards of a training level as prescribed by the Vietnam National Qualifications Framework will be granted a degree corresponding to their training level.
- For students who have completed all refresher courses in different forms and meet the conditions prescribed by the Ministry of Education and Training, may take the exam if they meet the requirements according to the output standards of the educational program. They will be granted a certificate corresponding to the study program.
- For training and retraining programs in foreign languages and informatics for the purpose of granting certificates of the national education system, the Center may organize examinations and grant certificates when meeting the prescribed conditions.
- For students who have completed all short-term refresher courses at the Center will be able to take the test if they meet the requirements according to the program's objectives. The center's director will issue a certificate of completion for the course corresponding to the program studied.
* Quality assurance and education accreditation:
The Center is responsible for carrying out activities on quality assurance and education quality accreditation according to regulations, performing the following specific activities:
- Advise the Party committees and local authorities to make plans for construction and development, striving in each period for the Center to achieve accreditation for educational quality.
- Organize self-assessment, register for external assessment; request the competent authority to recognize the Center as having achieved educational quality accreditation when deeming that it meets the assessment standards of the Center as prescribed.
- Based on the results of the external assessment, supplement and complete the self-assessment report; implement the plan to improve the quality of the report, the recommendations of the external audit team, and the direction of the management agency. Annually, report the results of quality improvement to the direct education management agency for guidance, direction, inspection, and supervision.
- Prepare sufficient documents and data related to the Center's activities, necessary conditions for external assessment; provide feedback on the draft external assessment report on time.
- Maintain and promote the results of education quality accreditation to continuously improve the quality.
