This continues to be one of the notable contents in the Draft Decree stipulating the roadmap for implementing the improvement of the standard training level of preschool, elementary, and middle school teachers, which is currently seeking comments and is expected to take effect in 2020.

To be specific:, according to this Draft, kindergarten teachers without a college diploma in education or higher, primary and secondary school teachers without a bachelor's degree in teacher training or a related field with a teaching certificate must pursue qualification upgrades in accordance with the Education Law 2019 starting from July 1, 2020.
In which, the age of teachers required to upgrade their qualifications is specified as follows: From July 1, 2020, kindergarten, primary, and secondary school teachers (excluding the time required for training) who have 5 years of service left until retirement must upgrade their qualifications.
As such, for teachers who do not meet the standards as stipulated in the Education Law 2019, if they have 5 years of service left before retirement after subtracting the training time, they must participate in training to upgrade their qualifications according to this Draft. Teachers who do not have 5 years of service left are not required to upgrade their qualifications. The Education Law 2019 specifies the qualification standards for teachers from July 1, 2020, as follows:
For kindergarten teachers: Must have a college degree in education or higher. (The current regulation only requires a vocational secondary school diploma).
- For primary, secondary, and high school teachers: Must have a bachelor's degree in teacher training or higher. (The current regulation requires a vocational secondary school diploma for primary teachers; a college diploma in education or a college diploma with a teaching certificate for secondary school teachers).
In summary, from July 1, 2020, teachers who do not meet the standards and have 5 years left until retirement must pursue training to obtain a college degree in education or higher for kindergarten teachers and a bachelor's degree or higher for primary and secondary school teachers.
According to this Draft, the roadmap for upgrading teacher qualifications will be implemented from July 1, 2020, to December 31, 2030. The training methods will be flexible and suitable for teachers who are working and studying simultaneously, including credit accumulation, distance learning, concentrated learning, online learning, and a combination of online and concentrated learning.
Teachers who complete the training program and meet the graduation requirements equivalent to Level 5 of the Vietnamese National Qualification Framework will be awarded a college degree in education; those who meet the requirements equivalent to Level 6 will be awarded a bachelor's degree in education. The issuance and management of diplomas and certificates will comply with the regulations of the Ministry of Education and Training.
