Official Instructions on University Admission Criteria for 2019

Circular 01/2019/TT-BGDDT issued by the Ministry of Education and Training on February 25, 2019, amending and supplementing Circular 06/2018/TT-BGDDT Regulations on determining admission quotas for teacher training at intermediate, college, university, master's, and doctoral levels.

Below are some notable new points in the university admissions process in 2019:

Official Enrollment Quota Excludes Sponsored Students

According to the new regulations in Circular 01/2019, the enrollment quota for regular students includes:

- Undergraduate students in regular training programs;- College students and vocational school students in teacher training sectors under regular training programs;- Students in the interconnected training program under regular training;- Students pursuing a second degree under regular training;- Does not include sponsored students in regular university programs.

Additionally, a new concept is added: Filtered students are students who have enrolled in an educational institution but have not met the graduation requirements within the standard training duration (the designed time for the training program) or no longer continue their studies at the educational institution.

Two Additional Bases for Determining Official University Enrollment Quotas

In addition to current regulations, Circular 01 adds two new regulations for determining official university enrollment quotas as follows:

Firstly, for newly established training sectors in the enrollment year, the quota for that sector must not exceed 30% of the training capacity of the sector as prescribed.

Secondly, educational institutions that have not breached enrollment regulations for three consecutive years, certified to meet quality assurance standards by educational quality assurance organizations as per current regulations, and have a resolution approving the determination of enrollment quotas by the school council are permitted to autonomously determine their enrollment quotas according to commitments on training quality, societal needs, and the following provisions:

- The enrollment quota of the educational institution is determined according to the training capacity stipulated in Clause 2, Article 7 of Circular 06/2018 (amended by Circular 01/2019); subsequently, sectors with accredited programs are calculated as per the provisions in Clause 4, Article 7 of Circular 06; sectors without accredited programs are not approved for an increase in quotas or an increase by no more than 10% from the previous year if the employment rate of graduates within one year after graduation reaches 90% or more (based on accreditation results and annual employment survey results of the educational institution).- If the average employment rate of graduates within one year after graduation reaches 90% or more (based on accreditation results and annual employment survey results of the educational institution) and there are filtered students, after determining the quota as above, the increase in enrollment quota does not exceed 25% of the average number of filtered students over the four years preceding the enrollment year. If the educational institution has not had graduates for four years, the average number of filtered students is calculated from the graduated cohorts.
