Regulations of the Kindergarten stipulate that children with infectious diseases or dangerous congenital diseases are not to be admitted to study at Kindergarten educational institutions. This regulation aims to prevent the risk of disease transmission within the school, ensuring the health and safety and a good learning environment for all children attending the class.
Children are always the subjects of special attention from the State and society, as demonstrated by the benefits they receive. According to the Regulations on Preschools, children from three (03) months old to six (06) years old are admitted to schools, nurseries, daycare groups, independent kindergarten classes, and at these preschool education institutions, children enjoy the following policies:
- To be nourished, cared for, and educated according to the objectives and preschool education programs issued by the Ministry of Education and Training. Children with disabilities are included in inclusive education according to regulations and have individualized education plans;- To receive initial health care; to have free medical examination and treatment at public medical establishments;- To participate in activities aimed at developing talents;- To have reduced fees for public entertainment and recreation services;- To enjoy other rights as prescribed by law.
In addition to the above benefits, children also have obligations and duties to attend classes regularly; comply with school regulations and activities related to nourishment, care, and education; exhibit polite speech and gestures; maintain clean, neat attire appropriate to their age; and practice personal hygiene.
The Regulations on Preschools stipulate that local government authorities, schools, nurseries, and families must closely cooperate in activities for the nourishment, care, and education of children, including disease prevention, periodic health check-ups, and support for children in difficult circumstances within the community.
Furthermore, at preschool education institutions, teachers and staff must display proper conduct and behavior, and the following actions are prohibited:
- Insulting the honor and dignity or infringing on the physical body of children and colleagues;- Distorting educational content; skipping classes; arbitrarily cutting teaching programs;- Treating children unfairly;- Forcing children into extra classes for monetary gain;- Embezzling children's meal portions;- Doing personal work during caregiving, nurturing, and educational activities for children.
Individuals who violate these regulations will be dealt with according to the nature and extent of their violations.
The educational environment for preschool children is a factor that supports the task of education and care for children. Especially, common activity rooms, sleeping rooms, sanitary rooms, and equipment, toys, and materials must meet the technical, quality, design, and color standards appropriate to each age group of children.

- Decision 14/2008/QD-BGDDT promulgating the Regulations on Preschools;- Circular 44/2010/TT-BGDDT amending and supplementing several articles of the Regulations on Preschools issued under Decision No. 14/2008/QD-BGDDT;- Circular 05/2011/TT-BGDDT amending and supplementing certain regulations of the Regulations on Preschools issued under Decision No. 14/2008/QD-BGDDT;- Circular 09/2015/TT-BGDDT amending and supplementing several regulations in Circular 44 and Circular 05.
