I have heard that, according to the plan, the roadmap for raising the educational standards of teachers at all levels to 2030 will require 100% of primary school teachers to have a university degree or higher. So, will there still be recruitment of primary school teachers with intermediate and college-level qualifications from now until 2030 as currently? This question was posed by Mr. Nguyen Ngoc Son and many other clients and members who sent their inquiries to Thu Ky Luat for consultation on January 30, 2020.

Regarding this matter of Mr. Son as well as other esteemed Customers and Members, the editorial board of LEGAL SECRETARY provides the following explanation:
As previously informed by Legal Secretary to our esteemed Customers and Members, effective from the date the Education Law 2019 comes into effect, the standard level of education for teachers at all levels will be elevated compared to the current regulations under the Education Law 2005. Specifically:
- For kindergarten teachers: Must have a diploma of college of education or higher. (The current regulation only requires a diploma of intermediate education.)
- For primary, secondary, and high school teachers: Must have a bachelor's degree in a teacher training field or higher. (The current regulation requires a diploma of intermediate education for primary school teachers; a college diploma in education or a college diploma with a certificate in professional pedagogical training for secondary school teachers.)
In case the subject lacks teachers with a bachelor's degree in the specific teacher training field, a bachelor's degree in a related major along with a certificate in professional pedagogical training is required.
It is evident that with this regulation, in the forthcoming period, the entire system of general education teachers will have a minimum standard of a university degree; kindergarten teachers will have a minimum standard of a college degree.
To be specific, to actualize this regulation in the Education Law 2019, the Draft Decree stipulating the roadmap for upgrading the standard education level for kindergarten, primary, secondary school teachers has been developed and is currently open for public comments. The upgrading roadmap will be implemented in 2 phases:
- Phase 1: From July 01, 2020, to December 31, 2025: Ensure at least 60% of teachers subject to standard upgrading are either undergoing training or have completed training programs and obtained diplomas;
- Phase 2: From January 01, 2026, to December 31, 2030: Implement standard upgrading for the remaining teachers to ensure 100% of the teachers at educational institutions meet the standard level as prescribed.
According to the spirit of this Draft, it is required that by December 31, 2030, 100% of primary school teachers must have a university degree or higher. However, from the date the Education Law 2019 comes into effect, namely from July 01, 2020, the Ministry will direct the cessation of enrollment for teacher education programs at the intermediate and college levels for primary school teachers and will not recruit new primary school teachers with intermediate or college diplomas in education. At the same time, supplemental training will be organized in an integrated form to ensure that graduates achieve a university degree in primary education. - This is the explanation provided by Mr. Hoang Duc Minh, Director of the Department of Teachers and Educational Managers, in response to inquiries regarding the plan to upgrade the educational level standards for teachers at all levels.
Therefore, it can be seen that from July 01, 2020, new primary school teachers with intermediate or college diplomas in education will not be recruited. For those teachers who are currently teaching at educational institutions but do not meet the educational level standards as prescribed in the Education Law 2019, the standard upgrading will follow the roadmap stipulated in the Draft, ensuring that by the end of 2030, 100% of teachers at educational institutions will meet the prescribed standards.
