New Regulations on Teachers' Record Books in Vietnam from October 20, 2020

Recently, the Ministry of Education and Training issued the Regulations for primary, lower secondary, and upper secondary schools with several important changes in the educational activities at various levels. Here are the new points regarding types of teacher's record books in Vietnam effective from October 20, 2020.

For Primary School Teachers' Record Books in Vietnam

From October 20, 2020, the primary school teacher's lesson plan will be replaced by the Teaching Plan. This change aligns with the teacher's right to autonomously execute professional tasks with the support of the professional team and the school in selecting and adjusting educational content. The new name for this type of record also reflects the teacher's initiative and creativity, being flexible in both method and content to better suit students than before.

Additionally, the Notes for professional activities and observations of teachers will include the function of monitoring and evaluating the results of students' academic performance from October 20, 2020. The content of tracking and evaluating students' academic performance typically includes some items such as:

- Personal student name information;

- Number of times participating in class;

- Scores of each test;

- Final academic grade;

- Comments and evaluations on whether the student is active or not;

- Advantages and limitations to draw experience for the students;...

Currently, teachers have to use a separate record to specifically and clearly note the process of monitoring and evaluating students. However, from October 20, 2020, teachers will keep the evaluation content of students' academic performance right in the notes for professional activities and observations. This not only enables teachers to easily and promptly store evaluation information but also helps reduce the paperwork load for teachers starting the 2020-2021 school year.

Especially, according to the new regulation, teachers applying information technology in the management and teaching process are allowed to use electronic Record Books instead of paper Record Books that meet the storage requirements and have the same value as paper Record Books. This is a completely new regulation that allows teachers to store Record Books quickly, ensure high accuracy, and avoid loss of data Record Books. This regulation is suitable for the 4.0 technology era, applying electronic technology to preserve Record Books instead of traditional paper Record Books, creating favorable conditions for teachers to store information for a long time and minimizing risks to the maximum extent.

For Lower Secondary, High School, and Multi-level School Teachers' Record Books in Vietnam

From October 20, 2020, the record of teaching plans and notes for professional activities, observations, class visits of Lower Secondary, high school, and multi-level school teachers will be replaced by the Educational Plan of the Teacher (per academic year). This change allows teachers to be proactive in directly planning their educational itinerary for each academic year. Teachers have the right to autonomously and flexibly create educational plans with the school’s professional support to adjust the plan accordingly.

Regarding the Lesson Plan (teaching script), it will be replaced by the Teaching Plan (lesson plan). This change has similar effects as in the primary school level.

Particularly, from October 20, 2020, the personal grade record will be replaced by the Record for Tracking and Evaluating Students. Lower Secondary, high school, and multi-level school teachers will not only store grades but also keep complete Record Books for monitoring, evaluating the learning process. Teachers will also comment and comprehensively evaluate students' academic results and progress in this record. This regulation matches the current situation, helping teachers easily manage and monitor students' overall development.

Additionally, from October 20, 2020, electronic Record Books will be used instead of paper Record Books according to a roadmap suitable to the conditions of the locality, the school, the capability of teachers, and ensuring the legality of electronic Record Books. The management of electronic Record Books is regulated by the Department of Education and Training according to the data standards and connection standards stipulated by the Ministry of Education and Training of Vietnam, and the management of educational activity Record Books of the school is carried out in accordance with the law.
