New Regulations on Evaluating Primary School Students according to Circular 22

Primary school teachers are allowed to grade students and make adjustments in year-end commendation content. These prominent new points are mentioned in Circular 22/2016/TT-BGDDT, which amends the Regulations on Primary School Student Assessment attached to Circular 30/2014/TT-BGDDT.

Primary School Teachers Grade Students

Student assessment is done for the progress of the student; to encourage and motivate students' efforts in study and practice; to help students maximize their abilities; to ensure prompt, fair, and objective evaluation. Teachers conduct periodic evaluations using a combination of scores and comments for primary school students; for continuous assessments, teachers use comments; concurrently, it combines assessments from teachers, students, and parents, with the teachers' assessment being the most critical.

Continuous assessment is carried out during the learning and practice process involving knowledge, skills, attitudes, and certain expressions of students' competencies and qualities. It is conducted according to the progress of the subjects' content and educational activities. Continuous assessment provides feedback information to teachers and students to support and adjust promptly, promoting students' progress according to primary education objectives.

- Continuous Assessment of Learning:- Teachers point out correct, incorrect points and how to correct them; write comments in students' notebooks or learning products when necessary, with specific measures to help promptly;- Students self-assess and participate in evaluating peers' or group mates' learning products during the process of completing learning tasks to learn and do better;- Encourage parents to communicate with teachers about students' assessments and comments using appropriate forms and cooperate with teachers to motivate and assist students in studying and practicing.- Continuous Assessment of Competencies and Qualities:- Teachers base their comments on students' expressions of cognition, skills, and attitudes for each competency and quality, with measures to help promptly;- Students self-assess and participate in evaluating peers or groups on expressions of each competency and quality to better themselves;- Encourage parents to communicate and cooperate with teachers to motivate and help students practice and develop their competencies and qualities.

Periodic assessment is carried out to evaluate students' educational outcomes after a learning and practice period, aiming to determine the completion level of students' learning tasks compared to the knowledge and skills standards specified in the primary education program, and the formation and development of students' competencies and qualities.

- Periodic Assessment of Learning:- In the middle of the first semester, at the end of the first semester, in the middle of the second semester, and at the end of the school year, teachers, based on continuous assessment processes and knowledge and skills standards, assess students for each subject and educational activity as follows: Completed well; Completed; Not completed;- At the end of the first semester and the end of the school year, periodic assessments for subjects: Vietnamese Language, Mathematics, Science, History and Geography, Foreign Language, Informatics, and Ethnic Language are held; For grades 4 and 5, additional periodic assessments for Vietnamese Language and Mathematics are held in the middle of the first semester and the middle of the second semester;- Periodic Assessment of Competencies and Qualities:- In the middle of the first semester, at the end of the first semester, in the middle of the second semester, and at the end of the school year, homeroom teachers, based on expressions related to cognition, skills, and attitudes observed during continuous assessments, compile the formation and development of each student's competencies and qualities in levels: Good; Achieved; Needs improvement.

Adjustments in Year-End Reward Content

The principal awards certificates to students at the end of the school year:

- Students who excel in all study and practice areas: subjects are assessed with Completed well, competencies and qualities are rated Good; end-of-year periodic assessment scores for subjects are 9 points or higher;- Students with exceptional achievements or significant progress in at least one subject or at least one competency or quality, introduced by teachers and recognized by the class;

Additionally, students with extraordinary achievements during the school year will receive special awards; Students with exceptional achievements will be considered by the school for higher-level commendation.
