National High School Examination: Officials Are Completely Isolated Until the Reassessment is Completed

This is one of the noteworthy contents in Circular 08/2020/TT-BGDDT amending and supplementing several provisions of the Regulation on the national high school examination and consideration for high school graduation recognition issued together with Circular 04/2017/TT-BGDDT, and amended and supplemented by Circular 04/2018/TT-BGDDT and Circular 03/2019/TT-BGDDT.

To be specific, according to Circular 08/2020/TT-BGDDT, the procedure for regrading essay exams is carried out as follows:

- Regrading is conducted for each subject under the direct administration of the Chairman of the Essay Regrading Committee.

- Before handing over the test papers to the Essay Regrading Committee, the Secretariat of the Exam Council performs the following tasks:

+ From the entrance exam number, find the test identifier number. Withdraw the test paper, compare it with the Receipt Form to check and compare the number of pages of the test paper.

+ Collect the test papers of one subject into one or more envelopes, clearly noting the number of test papers and the number of pages of each test paper currently in the envelope; seal the old identifier on the test paper and re-assign a new identifier number; hand over the test paper envelopes with new identifiers to the Essay Regrading Committee. The identifier re-assigning personnel must be completely isolated from the moment of re-assigning the identifier until the regrading process is completed. The receipt and delivery of test papers between the Secretariat of the Exam Council and the Essay Regrading Committee complies with Article 25 of the Regulations issued with Circular 04/2017/TT-BGDDT;

+ While conducting regrading-related tasks, there must be at least two members of the Essay Regrading Committee present and under the supervision of inspection officers.

Accordingly, according to the amendments and supplements in Circular 08, for the regrading of essay exams for the National High School Exam in 2020, the regraded test papers must have their old identifiers sealed and new identifiers re-assigned; the test paper envelopes with new identifiers must be handed over to the Essay Regrading Committee. Particularly, the identifier re-assigning personnel must be completely isolated from the moment the task is performed until the regrading is completed. Tasks related to regrading must be under the supervision of inspection officers. (This is a new regulation added in Circular 08 compared to previous years).

Note:

- The regrading of each essay test paper is carried out by 2 regrading officers as prescribed in Article 25 of the Regulations issued with Circular 04/2017/TT-BGDDT and must be graded with ink of a different color than that used in the original grading on the candidate's work.

- The results of the essay test paper regrading are handled by the Secretariat of the Exam Council as follows:

+ If the grading results of the two regrading officers are the same, that result is taken as the regraded score and the test papers are handed over to the two regrading officers for signature confirmation;

+ If the grading results of the two regrading officers differ, the test paper is handed over to the Chairman of the Essay Regrading Committee, who organizes for a third officer to grade directly on the candidate's work with a different ink color;

+ If the grading results of any two of the three regrading officers are the same, that same score is taken as the regraded score. If the grading results of all three regrading officers differ, the Chairman of the Essay Regrading Committee takes the average of the three grading results, rounded to two decimal places, as the regraded score and signs to confirm it;

+ Test papers with regraded scores differing from the initial grades (already announced) by 0.25 points or more are subject to score adjustment. In cases where the regraded score differs from the initial grade by 0.5 points or more, a direct dialogue must be held between the original grading officers and the regrading officers (with minutes recorded). Any signs of malpractice are to be dealt with according to regulations;

+ The official score of the test paper after regrading is presented by the Chairman of the Essay Regrading Committee to the Chairman of the Exam Council for approval.
