Ministry of Education and Training: pilot on teaching Korean and German to students from grades 3 to 12 in Vietnam

Recently, the Ministry of Education and Training of Vietnam issued Decision 712/QD-BGDĐT promulgating the General Education Program in Korean and German - Foreign Language 1, 10-year pilot system.

According to the Decision, Korean and German will be included in the first foreign languages subject (10-year pilot system) from February 9, 2021.

According to the Program attached to Decision 712, the Korean Language Program is implemented with a total duration of 1155 hours (including the number of review, examination, and evaluation periods in accordance with the General Regulations of the Ministry of Education and Training). In which the teaching stage at level 1 has a total of 420 periods, the stage teaching at level 2 has a total of 420 periods, and the stage teaching at level 3 has a total of 315 periods.

Conditions for implementing the Korean General Education Program:

(1) In order to implement the program, it is necessary to have enough Korean language teachers with professional training qualifications as prescribed by the State of Vietnam. Referring to the Law on Education (Article 77-standard qualifications of teachers), the professional and professional requirements of teachers are determined as follows:

- Having a diploma from a college majoring in Korean or higher and a certificate of professional training in pedagogy;

- Teachers need to meet the output standards according to KNLNNVN at least level 4 Korean (equivalent to TOPIK level 4) for elementary and junior high schools and level 5 Korean language level (equivalent to TOPIK level 5) for high school level.

- In big cities, it is advisable to recruit more Korean teachers with sufficient practice certificates.

(2) Teachers who participate in teaching must be trained and thoroughly familiar with the entire program's content.Every year, schools and the Departments of Education and Training need to create conditions for teachers to participate in professional training to update their knowledge of new languages, cultures, and modern teaching methods.

(3) having adequate facilities (schools, classrooms, tables, chairs, textbooks, equipment, and tools for teaching foreign languages) in accordance with the Ministry of Education and Training's standards.For localities, schools and classes with conditions, it is necessary to organize for students to be exposed to Korean books and newspapers, to watch and listen to Korean radio and television programs, as well as to be exposed to and exchange with Korean people to increase interest in learning and practice skills in using Korean.

(4) The Departments of Education and Training need to develop a plan and guide the implementation of the Korean Language General Education Program at high schools in accordance with the characteristics and requirements of the economic and cultural development of their respective localities.

For the general education program, German is taught from grades 3 to 12, with a total program duration of 1,155 periods (45 minutes each), divided into three phases. The duration for stage 1 (elementary school) is 420 hours, stage 2 (middle school) is 420 hours, and stage 3 (high school) is 315 hours.

Students who finish primary school (grades 3, 4, 5) achieve level 1 (equivalent to A1 according to the Common European Framework of Reference for Languages/CEFR), students who finish lower secondary (grades 6, 7, 8, 9) achieve level 2 (equivalent to A2 according to CEFR), and students who finish high school (grades 10, 11, and 12) achieve level 3 (equivalent to B1 according to CEFR).

Actual conditions of the German general education program:

(1) Teacher:

- Ensure a sufficient number of teachers to carry out the number of lessons according to the teaching plan in high schools. Teachers must meet the standards of German language and pedagogical competence appropriate to the grade level as prescribed by the Ministry of Education and Training.

- Teachers must be adequately trained to implement this program. For teachers who have met professional standards, teacher training should be organized regularly to properly implement the objectives, content, and teaching methods prescribed by the program. Teachers need to be trained in testing, assessing learning outcomes and using modern equipment in teaching.

- Teachers need to be trained in the capacity to evaluate textbooks and teaching materials in order to meet the prescribed output standards for each grade level.

- Institutions that train and retrain German teachers should refer to the German General Education Program to ensure that the training and retraining program is close to actual requirements.

- It is necessary to create conditions to foster teachers' capacity to design regular assessment activities, appropriate periodic assessment, and support students to develop their communication skills according to the levels of the 6-level Foreign Language Competency Framework for Vietnam.

(2) Facilities:

- Ensure the minimum conditions for textbooks, infrastructure, and equipment as prescribed by the Ministry of Education and Training of Vietnam.

- Schools with conditions must be connected to the Internet, equipped with computers, screens, and projectors, as well as software for teaching German; and encouraged to use information technology equipment to support German teaching.

- The number of students for a class does not exceed the regulations of the Ministry of Education and Training of Vietnam.
