On August 04, the Ministry of Education and Training of Vietnam issued Official Dispatch No. 3277/BGDĐT-KHTC on sharing difficulties, supporting students and parents during the Covid-19 pandemic.
According to the Official Dispatch No. 3277/BGDĐT-KHTC, the Ministry of Education and Training of Vietnam proposes that ministries, branches, localities, and educational and training institutions continue to implement the following contents:
- Urgently review and organize reasonable teaching and learning, ensure quality requirements and minimize costs to reduce unnecessary service fees for educational and training activities and keep the tuition fee level of the school year 2021-2022 as the issued tuition fee of the school year 2020-2021.
For the implementation of online teaching and learning, it is recommended that localities and educational institutions should base on the Official Dispatch No. 1061/BGDĐT-GDTrH dated March 25, 2020, Official Dispatch No. 795/BGDĐT-GDĐH dated March 13, 2020 and Official Dispatch No. 988/BGDĐT-GDĐH dated March 23, 2020; in order to calculate and determine a reasonable fee based on the actual implementation of teaching and learning on the principle of sharing common difficulties between educational institutions and parents in the epidemic situation with publicity and transparency.
Besides the policy of exemption and reduction of tuition fees, support study expenses according to the regulations of the State, ministries, branches, People's Committees of central-affiliated provinces and cities study and direct educational institutions to call for and mobilize social resources for more additional support policies such as: exemption, reduction, extension of tuition payment time and service revenues to support educational and training activities for students and families in difficult circumstances in the school year 2021-2022.
- Continue to fully implement the contents mentioned in the Official Dispatch No. 1505/BGDĐT-KHTC dated April 16, 2021, specifically as follows:
(1) Strengthening resources to ensure the physical facilities to well implement the 2018 general education program;
(2) Strengthening the inspection and examination of revenues and expenditures in educational institutions in the area under their management, strictly handling violations;
(3) Inspect and supervise the implementation of regulations on price declaration, posting and publicizing information on prices of educational materials, equipment and textbooks in the locality; support textbooks for students according to current regulations and pay attention together with having specific policies to support textbooks for students from poor households, remote and isolated areas, mountains and islands to ensure that all students have enough textbooks to go to school;
(4) The People's Councils of the provinces shall base on the actual situation of their localities to decide and stipulate the revenues for services and support for educational activities of their authorized public educational institutions according to provisions at Point b Clause 6 Article 99 of the Education Law 2019 of Vietnam with the motto of sharing common difficulties with the whole society during the epidemic situation.
The management and use of voluntary donations and voluntary support must comply with the provisions of the Circular No. 16/2018/TT-BGDĐT.
- Ministries, branches, People's Committees of central-affiliated provinces and cities shall direct relevant agencies to strengthen inspection, supervision and be accountable to society for the activities of educational and training institutions under its management, with special attention to the revenues in accordance with provisions of the Decree No. 127/2018/NĐ-CP to share difficulties with parents and students.
Directing educational and training institutions under their management to publicize their commitment of education and training quality, quality assurance conditions and financial revenue and expenditure according to the Circular No. 36/2017/TT-BGDĐT; be accountable to learners and the society for the revenue levels of the units under their management.
