These are two noteworthy new regulations in the Draft Circular amending and supplementing Article 14 of the Regulation on organization and activities of private preschools issued together with Circular 13/2015/TT-BGDDT.

1. Allow a Kindergarten Class to Have a Maximum of 70 Children
The private kindergarten groups and preschool classes must have a structure and organization that ensures the organizational structure requirements as stipulated in the Preschool Charter and is suitable with the conditions and scale of the group/class.
The maximum number of children in an independent private kindergarten group or preschool class shall not exceed 70 (seventy) children. The current regulation in Circular 13/2015/TT-BGDDT only allows a class with a maximum of 50 children.
2. Regulations on the Standards for Kindergarten Teachers to Become Professional Group Leaders
The Draft also adds a provision that each independent private kindergarten group or preschool class must have one professional group leader. The professional group leader is agreed upon by the owner of the independent private kindergarten group or preschool class in the labor contract and must meet the following standards:
- Must have a graduation diploma from a preschool teacher training school or higher;- Have at least 02 (two) years of continuous experience in preschool education;- Ensure health and meet the professional standards of preschool teachers as regulated.
In case the owner of the independent private kindergarten group or preschool class meets the above standards, they can concurrently be the professional group leader.
