To be specific, according to this Draft, the professional titles of primary school teachers stipulated in the Draft are applied according to the professional salary scale for public employees in State public service providers (Table 3) issued with Decree 204/2004/ND-CP as follows:
- The professional title of primary school teacher rank III is applied the salary coefficient of public employee category A1 (from salary coefficient 2.34 to salary coefficient 4.98);
- The professional title of primary school teacher rank II is applied the salary coefficient of public employee category A2, group A2.2 (from salary coefficient 4.00 to salary coefficient 6.38);
- The professional title of primary school teacher rank I is applied the salary coefficient of public employee category A2, group A2.1 (from salary coefficient 4.40 to salary coefficient 6.78);
- The professional title of primary school teacher rank IV is applied the salary coefficient of public employee category B (coefficient from 1.86 to 4.06) for primary school teachers with intermediate qualifications, applied the salary coefficient of public employee category A0 (coefficient from 2.10 to 4.89) for primary school teachers with college qualifications.
In which, this Draft specifies the standards of professional ethics, educational, training, and professional competence standards for the professional title of primary school teacher rank I as follows:
- Professional Ethics Standards:
In addition to the professional ethics standards of primary school teachers rank II and rank III, primary school teachers rank I must be exemplary role models in educational ethics and motivate, support colleagues to comply with educational ethics regulations.
- Educational and Training Standards:
+ Possess a Master's degree or higher in primary education or a relevant specialty to the teaching subject;
+ Have a level 3 foreign language proficiency as stipulated by Circular 01/2014/TT-BGDDT or an equivalent level as per current regulations of the Ministry of Education and Training;
+ Have computer literacy meeting the basic information technology usage standards as per Circular 03/2014/TT-BTTTT or an equivalent level as per current regulations of the Ministry of Education and Training;
+ Have a certificate of training according to the standards of the professional title of primary school teacher rank I (or a certificate of training according to the standards of the professional title of primary school teacher rank II as per Joint Circular 21).
- Professional Competence Standards:
+ Actively, proactively implement and advocate, guide colleagues to implement the guidelines, policies, and laws of the Communist Party and the State, as well as education regulations and requirements of the industry and locality into assigned tasks;
+ Proactively, flexibly, and creatively execute the education plan to suit students, schools, and localities; support colleagues to effectively implement teaching and education plans;
+ Actively share experiences, guide, and support colleagues, students' parents, and the community to enhance the effectiveness of primary school education;
+ Be capable of evaluating or guiding colleagues to conduct scientific research products applied from district level or higher;
+ Be recognized as a base-level emulation fighter or awarded a certificate of merit from the provincial level or higher, or be recognized in one of the following titles: excellent teacher, excellent homeroom teacher, excellent team leader from district level or higher;
+ Have held the professional title of primary school teacher rank II (including the time holding the principal primary school teacher title if any) or equivalent for at least 6 years, excluding probationary period. For equivalent titles, must have held the professional title of primary school teacher rank II for at least 1 year.
Thus, it can be seen that when this Draft Circular is approved, primary school teachers with a Master's degree or higher in primary education or relevant specialty, having held the professional title of primary school teacher rank II (including the time holding the principal primary school teacher title if any) or equivalent for at least 6 years, excluding the probationary period, and meeting the mentioned standards, will be classified into the professional title of primary school teacher rank I and applied the salary coefficient of public employee category A2, group A2.1 with the highest salary coefficient of 6.78.
This is a completely new content compared to Joint Circular 21. Currently, according to Joint Circular 21, the highest salary coefficient for the professional title of the highest rank primary school teacher (rank II) is only 4.98.
